PIYUSH GOYAL ANNOUNCES TASK FORCE FOR TOY SECTOR
New Delhi, Jul 28, 2026 : Union Commerce and Industry Minister Piyush Goyal on Monday announced the formation of a task force to support India’s toy industry and identify key interventions to help the country achieve a 5 per cent share of the global toy market by 2032.
The announcement was made during the stakeholder meeting, “Team Up for Toys: Driving SCALE, Innovation and Exports,” organised by the Department for Promotion of Industry and Internal Trade (DPIIT) at Vanijya Bhawan in New Delhi.
According to the ministry, the task force will focus on six key areas: integration with global value chains, strengthening manufacturing capabilities, addressing value chain bottlenecks, creating a skilled workforce and employment opportunities, promoting design and innovation, and improving the ease of doing business.
The event brought together policymakers, industry leaders, manufacturers, startups, investors, artisans and designers to discuss the future growth of India’s toy industry. It also marked the launch of the Toy Sector Playbook, a roadmap aimed at strengthening the sector’s competitiveness.
Addressing the gathering, Goyal said the growth of India’s toy industry reflects the country’s broader journey towards a Viksit Bharat. He said Indian-made toys are increasingly finding markets worldwide by combining manufacturing capabilities with innovation, creativity and the country’s rich cultural heritage.
The minister urged industry stakeholders to build a robust domestic manufacturing ecosystem supported by advanced technologies, globally competitive quality standards, deeper localisation, stronger branding and greater integration with global value chains.
Goyal also launched the Toy Sector Playbook, which has been developed as a practical guide for manufacturers, startups, MSMEs, investors and entrepreneurs. The document provides guidance on manufacturing ecosystems, value chains, quality standards, compliance requirements, skill development, product innovation, intellectual property, exports and emerging market opportunities.
Highlighting government initiatives for the sector, the minister said measures such as mandatory BIS quality certification, cluster development programmes and support for MSMEs and startups have contributed to the industry’s growth. He called on stakeholders to focus on innovation, design excellence, sustainability, scale and exports to establish India as a global hub for toy design, manufacturing and exports.
Welcoming participants, DPIIT Joint Secretary (SCALE) Dr. Kajal said the toy industry was among the first sectors identified for focused intervention under the government’s Steering Committee for Advancing Local Value Add and Employment (SCALE) due to its strong potential for value addition, employment generation and exports.
She said India’s toy ecosystem has expanded significantly and now includes more than 21,000 MSMEs, over 770 DPIIT-recognised toy startups, nearly 50 toy clusters, and more than 1,800 BIS licensees.
Chairman of SCALE, Dr. Pawan Goenka, outlined the vision of transforming India into a global toy manufacturing hub, noting that the diversification of global supply chains presents a significant opportunity for the country. He said India is well-positioned to emerge as a trusted manufacturing and export destination while targeting a 5 per cent share of the global toy market by 2032 through enhanced scale, innovation, design capabilities and export competitiveness.
The stakeholder discussions focused on expanding manufacturing capacity, strengthening domestic supply chains, improving design and innovation, enhancing quality standards, developing skilled manpower, promoting exports, attracting investments and increasing India’s participation in global toy value chains.
The event concluded with a vote of thanks by DPIIT Joint Secretary Dr. Sumeet Jarangal, reaffirming the government’s and industry’s commitment to ensuring that future toys are not only Made in India, but also Designed in India, Innovated in India, Branded in India and recognised globally.
