WEST BENGAL ASSEMBLY JOINS NEVA INITIATIVE
New Delhi, Jun 05, 2026 : The West Bengal Legislative Assembly on Thursday signed a tripartite Memorandum of Understanding (MoU) for the implementation of the National e-Vidhan Application (NeVA), becoming the 33rd legislature in the country to join the Centre’s flagship initiative aimed at digitising legislative functioning.
The MoU was signed in the presence of Union Parliamentary Affairs Minister Kiren Rijiju, Minister of State for Parliamentary Affairs Arjun Ram Meghwal, Minister of State for Parliamentary Affairs L. Murugan and West Bengal Legislative Assembly Speaker Rathindra Bose. West Bengal Chief Minister Suvendu Adhikari joined the event virtually through video conferencing.
Speaking on the occasion, Rijiju underscored the importance of digital transformation in legislative institutions and reiterated the Centre’s commitment to supporting the West Bengal Assembly’s transition into a fully digital House. Adhikari welcomed the initiative and reaffirmed the state’s commitment to modernising governance through technology.
Meghwal said digital platforms would strengthen legislative functioning and enable lawmakers to access information more efficiently, while Murugan highlighted technology’s role in enhancing transparency, citizen engagement and accessibility to legislative information. Speaker Rathindra Bose expressed confidence that the implementation of NeVA would improve the efficiency, transparency and accessibility of the Assembly’s functioning.
The agreement was signed by Satya Prakash, Additional Secretary in the Ministry of Parliamentary Affairs and Mission Leader (NeVA), Soumendra Nath Das, Principal Secretary of the West Bengal Legislative Assembly, and Sampa Dhar, Special Secretary in the Parliamentary Affairs Department of the West Bengal government.
With West Bengal joining the initiative, 33 legislatures are now part of the NeVA platform, while 21 have already transitioned to fully digital functioning. The project is a Mission Mode initiative of the Ministry of Parliamentary Affairs aimed at creating a paperless, transparent and citizen-centric legislative ecosystem in line with the Digital India vision.
The platform enables end-to-end digital management of legislative business, including questions, bills, notices, committee proceedings, lists of business and bulletins, while also serving as a permanent digital repository of legislative records and proceedings. The Centre provides financial assistance, technical support, capacity building and implementation assistance to participating legislatures under the programme.
