CONSTITUTION DAY: PM MODI URGES CITIZENS TO PRIORITISE DUTIES, STRENGTHEN DEMOCRACY
New Delhi, Nov 26, 2025 : Prime Minister Narendra Modi on Wednesday called on citizens to prioritise their duties and strengthen democracy by exercising their right to vote, as the nation marked Constitution Day.
In a letter to citizens, the Prime Minister reflected on the adoption of the Constitution in 1949 and noted that the government had designated November 26 as Constitution Day in 2015 to honour what he described as a sacred national document. He said the Constitution has empowered citizens from humble backgrounds to rise to the highest offices, recalling his gesture of bowing at the steps of Parliament in 2014 and placing the Constitution on his forehead in 2019 as marks of respect.
The national function to commemorate Constitution Day 2025 will begin at 11 am today in the Central Hall of Samvidhan Sadan. The President of India will preside over the ceremony, which will also be attended by the Vice-President, the Prime Minister, the Lok Sabha Speaker, Union Ministers and Members of Parliament from both Houses. The Speaker and the Vice-President will address the gathering, followed by the Address of the President of India. The programme will include a collective reading of the Preamble, led by the President.
Several digital releases are planned during the observance, including the launch of the Constitution of India in nine languages—Malayalam, Marathi, Nepali, Punjabi, Bodo, Kashmiri, Telugu, Odia and Assamese—prepared by the Legislative Department.
In his message, the Prime Minister paid tribute to members of the Constituent Assembly, including Dr. Rajendra Prasad, Dr. B.R. Ambedkar and several women members, whose contributions shaped the country’s foundational charter. He recalled earlier commemorations, such as the Samvidhan Gaurav Yatra held in Gujarat during the Constitution’s 60th anniversary and nationwide programmes marking the 75th year of the Constitution, which he said witnessed record participation.
The Prime Minister said this year’s observance coincides with several milestones—the 150th birth anniversaries of Sardar Vallabhbhai Patel and Birsa Munda, the 150th anniversary of Vande Mataram, and the 350th martyrdom anniversary of Guru Tegh Bahadur—events that underscore the importance of duties enshrined in Article 51A. Citing Mahatma Gandhi, he said rights naturally emerge from the performance of duties and fulfilling them is essential for social and economic progress.
Looking ahead, the Prime Minister said India would complete 100 years of independence in a little over two decades and mark a century of the Constitution’s adoption in 2049. Decisions taken today, he said, will shape future generations. He urged citizens to keep their duties at the forefront as India advances toward a goal of building a Viksit Bharat.
The Prime Minister encouraged schools and colleges to recognise first-time voters turning 18 this year, saying instilling a sense of responsibility among young citizens would help strengthen democratic values.
He concluded his message by urging all Indians to renew their commitment to fulfilling their duties and contribute to building what he described as a developed and empowered nation.
Home Minister Amit Shah, in a post on X, paid homage to Dr. B.R. Ambedkar, Dr. Rajendra Prasad and members of the Constituent Assembly, saying the Constitution provides every citizen “equal opportunities, a life of dignity, national duties and rights,” paving the way for strong nation-building. He added that the Prime Minister had initiated the observance of Constitution Day to strengthen democratic awareness.
Defence Minister Rajnath Singh also wished citizens on X, writing: “Warm wishes to every Indian on Constitution Day… Let us reaffirm our commitment to justice and equality and work together to build a future envisioned by Babasaheb Ambedkar.”
Across the country, Union Ministries, State and UT governments, local bodies and subordinate offices are organising programmes to mark the occasion. Citizens are participating in online Preamble readings on MyGov.in and Constitution75.com, generating participation certificates and joining a national quiz and essay and blog competitions under the theme “Hamara Samvidhan – Hamara Swabhiman.” Conferences, seminars, debates, cultural events, short films, exhibitions, poster and painting contests, and rangoli competitions are being held from the Panchayat level to Parliament.
