MoPR TO LAUNCH ‘SABKI YOJANA, SABKA VIKAS’ CAMPAIGN ON OCT 2
New Delhi, Sep 27, 2025 : The Ministry of Panchayati Raj will roll out the nationwide “Sabki Yojana, Sabka Vikas” Abhiyaan from October 2, marking the start of the People’s Plan Campaign (PPC) 2025–26 for the preparation of Panchayat Development Plans (PDPs) for 2026–27.
Launched in 2018, the campaign has enabled Panchayats across the country to prepare evidence-based, convergent and inclusive development plans aligned with local priorities and national goals. According to data on the eGramSwaraj portal, over 18.13 lakh plans have been uploaded since 2019–20, including more than 2.52 lakh for the ongoing 2025–26 cycle.
On September 26, Additional Secretary Sushil Kumar Lohani reviewed preparations with States, Union Territories and State Institutes of Rural Development through a virtual meeting. The ministry has asked States and UTs to activate monitoring platforms, appoint nodal officers, train facilitators, finalize Gram Sabha schedules and display public information boards before the September-end deadline.
The campaign will formally begin with Special Gram Sabhas on October 2, where previous plans will be reviewed digitally through platforms such as eGramSwaraj, Meri Panchayat App and Panchayat NIRNAY. Villages will also prioritize unfinished works funded by Central Finance Commission grants.
Planning will be guided by the Panchayat Advancement Index (PAI) and supported by tools such as SabhaSaar, while efforts will be made to improve Own Source Revenue (OSR) and expand community participation. Special emphasis will be laid on tribal empowerment under the Adi Karmayogi Abhiyaan.
The ministry said the exercise aims to deepen participatory democracy, strengthen grassroots institutions, and ensure transparency, accountability and convergence in local governance, paving the way for improved service delivery in rural areas.
