Bihar CM Nitish Kumar expands Nishchay Self-Help allowance scheme
New Delhi, Sep 18, 2025 : In Bihar, under the Saat Nishchay programme, the Chief Minister’s Nishchay Self-Help Allowance Scheme will now also benefit unemployed male and female graduates from Arts, Science, and Commerce streams.
Under this scheme, which is known as Mukhyamantri Nischay Swayam Sahayata Bhatta Yojan, they will receive a monthly allowance of 1,000 rupees for up to two years. This is an important decision as part of a series of announcements being made by the Chief Minister ahead of the Assembly elections in the state.
Chief Minister Nitish Kumar announced the decision through a social media post to extend the scheme for unemployed graduates also. Under this expansion, graduate youths in the 20 to 25 age group, who are not enrolled in further studies and are actively seeking jobs or employment, will be eligible.
The benefit will be provided to those who are neither self-employed nor engaged in government, private, or non-governmental jobs. They will receive the allowance of 1,000 rupees per month for up to two years under the Chief Minister’s Nishchay Self-Help Allowance Scheme. Earlier, this scheme was already available to youths who had passed the intermediate or 12th grade level.
Chief Minister Nitish Kumar stated that the allowance will help young men and women obtain necessary training and prepare for competitive examinations, thereby securing their future. He added that this decision will bring great relief to unemployed youths and empower them.
