PM’s address at the launch of various development projects in GayaJi
New Delhi, Aug 22, 2025 : We pay our obeisance to Gayaji, the world famous, sacred city of knowledge and salvation.
I welcome all of us on this glorious land of Vishnupad Temple.
Bihar Governor Arif Mohammad Khan ji, the popular Chief Minister of this place Nitish Kumar ji, my colleagues in the Union Cabinet Jitan Ram Manjhi ji, Rajiv Ranjan Singh, Chirag Paswan ji, Ram Nath Thakur ji, Nityanand Rai ji, Satish Chandra Dubey ji, Raj Bhushan Chaudhary ji, Deputy CM Samrat Chaudhary ji, Vijay Kumar Sinha ji, Ministers of Bihar Government, my colleague in Parliament Upendra Kushwaha ji, other MPs, and my dear brothers and sisters of Bihar!
This land of Gayaji is a land of spirituality and peace. This is the holy land where Lord Buddha attained enlightenment. The spiritual and cultural heritage of Gayaji is very ancient and very rich. The people here wanted that this city should be called Gayaji and not Gaya. I congratulate the Bihar government for this decision. I am happy that the double engine government of Bihar is continuously working for the rapid development of Gayaji.

Even today, from the holy land of Gayaji, in a single day, projects worth Rs. 12 thousand crores have been inaugurated or foundation stone has been laid. These include many big projects related to energy, health and urban development. These will strengthen the industries of Bihar and will also create new employment opportunities for the youth. I congratulate the people of Bihar for these projects. Today, a hospital and research centre have also been inaugurated here for better health facilities in Bihar. Now the people of Bihar have got another facility for the treatment of cancer.

Removing difficulties from the lives of the poor, making the lives of women easier, I get the most happiness in doing this work as a servant of the people. Like giving a permanent house to the poor...

I have a big resolution. Modi will not rest until every needy person gets a permanent house. With this thinking, in the last 11 years, more than 4 crore poor people have been given permanent houses. More than 38 lakh houses have been built in our Bihar alone. More than 2 lakh families have got their permanent houses in Gaya district too. And we have not just given houses i.e. four walls, but along with these houses, we have given self-respect to the poor. Facilities of electricity, water, toilet and gas connection have been provided in these houses. That is, poor families have also got the guarantee of living with comfort, security and dignity.

Today, taking this process forward, more than 16 thousand families of Magadh region of Bihar have been given their own permanent houses. This means that this time Diwali and Chhath Puja will be celebrated with more enthusiasm in these families. I congratulate all the beneficiary families who have got their houses. And those who are still left out of the benefits of PM Awas Yojana, I assure them that the campaign of PM Awas will continue till every poor person gets his own permanent house.

Bihar is the land of Chandragupta Maurya and Chanakya. Whenever an enemy has challenged India, Bihar has stood as the shield of the country. Every resolution taken on the land of Bihar is the strength of this land, every resolution taken on this land never goes in vain.

When there was a terrorist attack in Pahalgam, Kashmir, our innocent citizens were killed after asking their religion, I had said from this land of Bihar that terrorists will be wiped out. Today the world is seeing that the resolution taken from this land of Bihar has been fulfilled. You will remember, Pakistan was launching drone attacks on us, firing missiles, and here India was scattering Pakistan's missiles like straws in the air. Not a single missile of Pakistan could harm us.

Operation Sindoor has drawn a new line in India's defence policy. Now no one can escape by sending terrorists to India and carrying out attacks. Even if the terrorists hide in the underworld, India's missiles will bury them.

Rapid development of Bihar is a very big priority of the NDA government at the Centre. That is why today Bihar is moving ahead on the path of all-round development. In the past years, solutions to old problems have been found, and new paths of progress have also been created. Remember, what a plight it was during the Lantern Raj. During the Lantern Raj, this area was gripped by red terror. It was difficult to travel anywhere after evening due to the Maoists. Cities like Gayaji used to remain immersed in darkness during the Lantern Raj. There were thousands of villages where even electricity poles had not reached. The Lantern people had pushed the future of the entire Bihar into darkness. There was no education, no employment, how many generations of Bihar were forced to migrate from Bihar by these people.

RJD and its allies consider the people of Bihar as their vote bank only, they are not concerned with the happiness and sorrows of the poor, their honour and respect. You will remember, a Congress Chief Minister had said from the stage that he will not allow people from Bihar to enter his state. No one can forget so much hatred of Congress towards the people of Bihar, so much hatred towards the people of Bihar. Even after seeing the misbehaviour of Congress towards the people of Bihar, the RJD people here were fast asleep.

The NDA government of Bihar is responding to this hate campaign of the Congress and the NDA alliance. We are working with the thought that the sons and daughters of Bihar should get employment here, live a life of respect, and be able to take care of their parents. Now big projects are being built in Bihar. Bihar's largest industrial area is being developed in Dobhi of Gayaji district. A technology center is also being established in Gayaji. Today, the Buxar Thermal Power Plant has also been inaugurated here. Just a few months ago, I had laid the foundation stone of the Navinagar Super Thermal Power Project in Aurangabad. A new thermal power plant will also be built in Pirpainti of Bhagalpur. This power plant will increase the supply of electricity in Bihar. And you all know what happens when electricity production increases? The supply of electricity to homes increases, and industries also get more and more electricity. And this also creates new employment opportunities.

Nitish ji has launched a big campaign to provide permanent government jobs to the youth of Bihar. It is because of Nitish ji that the recruitment of teachers here was also done with complete transparency.

A new scheme of the Central Government will be of great help in ensuring that maximum number of youths get employment in Bihar and they do not have to migrate for jobs. Just last week, on 15th August, the Pradhan Mantri Vikasit Bharat Rojgar Yojana has been implemented across the country. Under this, when our youths get their first job in the private sector, the Central Government will give them Rs. 15,000 from its own pocket. The private companies which will provide employment to the youths will also be given separate money by the Government. My youths of Bihar will also benefit a lot from this scheme.

In our country, whether it is Congress or RJD, their governments have never understood the value of public money. For them, public money has meant filling their own coffers. That is why projects were not completed for years during the Congress-RJD governments. The more a project was delayed, the more money they earned from it. Now this wrong thinking has also been changed by the NDA government. Now after the foundation stone is laid, efforts are made to complete the work as soon as possible, within the time limit. Today's program is also a great example of this. The people of Bihar gave me the privilege of laying the foundation stone of the Auntha-Simaria section. And see your kindness, see your love that the bridge whose foundation stone you asked me to lay, today you have also given me the opportunity to inaugurate it. This bridge will not only connect the roads, but will also connect the entire North and South Bihar. The heavy vehicles which earlier used to take a long detour of 150 kilometers through Gandhi Setu, will now get a direct route. This will boost trade, give a boost to industries and make it easier for pilgrims to reach here. It is certain that the development projects whose foundation is laid during the NDA government will be completed.

The NDA's double engine government is also working fast for the development of railways here. Gayaji railway station is being modernized under the Amrit Bharat Station Yojana. This will provide airport-like facilities to passengers at Gayaji railway station. Today, Gaya is the city where Rajdhani, Jan Shatabdi and Made in India Vande Bharat trains are available. Direct connection to Delhi via Gayaji, Sasaram, Prayagraj, Kanpur is creating new possibilities for the youth of Bihar, the farmers here, and the businessmen here.

With your blessings, due to the unwavering trust of the country, my tenure as Prime Minister started in the year 2014, and this tenure is continuing uninterrupted. In all these years, not a single stain of corruption has been put on our government. Whereas after independence, the Congress governments, which have been in power for 60-65 years, have a long list of corruptions. Every child in Bihar knows about RJD's corruption. I clearly believe that if the fight against corruption has to be taken to its conclusion, then no one should be out of the scope of action. Just think, today the law is that if a small government employee is kept in custody for 50 hours, then he is automatically suspended, whether it is a driver, a small clerk, a peon, his life is ruined forever. But if someone is a Chief Minister, a minister, a Prime Minister, then he can enjoy the pleasures of power even while being in jail. How is this possible? We have seen some time back how files were being signed from jail, government orders were being issued from jail. If the leaders continue to have this attitude, then how can the fight against such corruption be fought?

The Constitution expects honesty and transparency from every public representative. We cannot see the dignity of the Constitution being violated. That is why the NDA government has brought such a law against corruption, which includes the Prime Minister of the country. Chief Ministers and ministers have also been included in this law. When this law is made, then be it the Prime Minister or the Chief Minister, or any minister, he will have to get bail within 30 days of arrest. And if bail is not granted, then on the 31st day he will have to leave the chair. You tell me brothers, should the person who goes to jail leave the chair or not? Can he sit on the chair? Can he sign government files? Can someone run the government from jail? And that is why we are moving forward towards making such a strict law.

These RJD, Congress and Left people are opposing this law. They are very angry and who doesn't know what they are afraid of? The one who has committed a sin hides his sin from others but he himself knows from within what game he has played. This is the account of all of them. These RJD and Congress people, some are out on bail, some are making rounds of the court in the railway game. And those who are out on bail are opposing this law today. They feel that if they go to jail, all their dreams will be shattered. And that is why, morning and evening these people are abusing Modi in various ways. And they are so agitated, so agitated that they are opposing this law in public interest. Our Rajendra Babu, Baba Saheb Ambedkar had never thought, never imagined that power hungry people will do corruption and stick to their chair even after going to jail. But now the corrupt will go to jail and his chair will also go. Crores of people of the country have resolved to make India corruption-free. This resolve will be fulfilled.

I have talked about another danger from the Red Fort. And this danger is also on Bihar. The increasing number of infiltrators in the country is a matter of concern. The demography is changing rapidly in the border districts of Bihar. Therefore, the NDA government has decided that the future of the country will not be decided by the infiltrators. The infiltrators will not be allowed to snatch the jobs of the youth of Bihar. The facilities which are the right of the Indian people, will not be allowed to be looted by the infiltrators. To deal with this danger, I have talked about starting a demography mission. Very soon this mission will start its work, we will not rest until we have thrown out every infiltrator from the country. You tell me, should these infiltrators be thrown out or not? Do you accept if these infiltrators snatch away your employment? Do you accept if an infiltrator occupies your land? Do you accept if an infiltrator snatches away your rights? All of you people of Bihar should also be cautious of the supporters of infiltrators sitting inside the country, know who stands with the infiltrators. Parties like Congress and RJD want to snatch the rights of the people of Bihar and give it to the infiltrators. For appeasement, to increase their vote bank, Congress-RJD people can do anything, can stoop to any level. That is why the people of Bihar have to be very cautious.

We have to protect our Bihar from the evil eye of Congress-RJD. This time is very important for Bihar. We are working shoulder to shoulder with the Central Government and Nitish ji for the welfare of Bihar so that the dreams of the youth of Bihar are fulfilled and the aspirations of the people of Bihar get a new flight.
