A proposal is reportedly under consideration to constitute a special committee comprising representatives of the Tripura Tribal Areas Autonomous District Council (TTAADC) and the Tripura State Government to identify and resolve outstanding issues concerning the implementation of the tripartite agreement signed on March 2, 2024.
According to political sources, the initiative may take shape before the November 10 swearing-in ceremony of seven new Executive Members of the TTAADC at Khumulwng. The proposed committee is expected to examine administrative, constitutional and policy-related difficulties affecting the implementation of various commitments specifically land rights made under the agreement and recommend appropriate measures to expedite the process.
The proposed committee may provide a formal platform for coordination between the TTAADC and the State Government to address long-pending demands of indigenous communities, including land rights, constitutional safeguards, administrative powers and other issues covered by the agreement.
Meanwhile, the swearing-in ceremony of seven new Executive Members is scheduled to take place at 10 am on November 10 at Nuai Auditorium Hall, Khumulwng. Chief Minister Prof. (Dr.) Manik Saha and Tipra Motha supremo Pradyot Kishore Debbarma are also likely to attend the programme, although their participation has not yet been officially confirmed.
Political discussions are also underway over the possibility of the BJP joining the Tipra Motha-led TTAADC administration later period. The possible inclusion of BJP representatives in the Executive Council and a broader administrative understanding between the two parties have generated considerable speculation ahead of the 2028 Assembly elections.
Pradyot Kishore Debbarma and TTAADC Chief Executive Member Ranjit Debbarma are currently in Delhi, where discussions with the BJP's central leadership and the Union Home Ministry are reportedly taking place. Implementation of the March 2, 2024 tripartite agreement is understood to be among the important issues under discussion.
The agreement, signed between the Central Government, Tripura Government and TIPRA Motha, contained commitments to address various political, economic, social, cultural and constitutional concerns of indigenous communities. However, the progress of implementation of several commitments has remained a subject of discussion.
If constituted, the proposed committee could facilitate structured discussions between the TTAADC and the State Government and help identify practical solutions to outstanding issues. However, its composition, terms of reference and timeline have not yet been officially announced.
The November 10 ceremony at Khumulwng may therefore become significant not only for the expansion of the TTAADC Executive Council but also for possible developments concerning implementation of the tripartite agreement and the political understanding between the BJP and Tipra Motha.
