Discontent is growing among ration cardholders in the Mohanpur and Bamutia areas of West Tripura district over delays in the distribution of free food commodities announced by the government ahead of Durga Puja. Following grievances and protests by ration beneficiaries who said they had not received the promised supplies, the West Tripura District Magistrate and Collector, Dr. Vishal Kumar, IAS, has issued a clarification detailing the allocation, eligibility criteria and distribution schedule for the special festival ration package.
The clarification has sought to explain the factual position regarding the distribution of free semolina (suji), refined wheat flour (maida) and sugar through Fair Price Shops under the Special Festival Allocation–2026. However, the issue has also raised questions about the timely dissemination of information by the Food, Civil Supplies and Consumer Affairs Department, particularly as beneficiaries expected to receive the announced commodities before Durga Puja.
Delayed supplies fuel public dissatisfaction
Ration cardholders in parts of Mohanpur and Bamutia reportedly expressed dissatisfaction over the non-receipt of the promised free food items, prompting agitation and demands for clarification. The grievances have highlighted the gap between public expectations created by festival-related announcements and the actual availability of commodities at Fair Price Shops.
The department's official website also reportedly lacked a clear announcement explaining the distribution schedule and the position regarding delayed supplies. The absence of easily accessible information has added to uncertainty among beneficiaries seeking to establish which commodities they are entitled to receive and when the distribution will be completed.
Although the district administration has now clarified the rules, the delay in communicating the distribution status has raised concerns about coordination, transparency and the department's public information mechanism. For families relying on subsidised ration supplies, the timing of a festival allocation is particularly important because the commodities are intended to provide additional support during the festive period.
According to the clarification issued by the Office of the District Magistrate and Collector, West Tripura, the Special Festival Allocation–2026 provides the following free commodities:
Maida: 2 kg per ration card, for all categories of ration cardholders, including Antyodaya Anna Yojana (AAY), Priority Household (PHH) and Above Poverty Line (APL).
Sugar: 1 kg per ration card, for all categories, including AAY, PHH and APL.
Suji: 500 grams per ration card, exclusively for National Food Security Act (NFSA) beneficiaries under AAY and PHH categories. APL cardholders are excluded from this entitlement.
The clarification makes it clear that the three commodities do not have identical eligibility conditions. While maida and sugar are intended for all ration card categories, the free suji allocation is restricted to eligible AAY and PHH beneficiaries.
The district administration stated that the distribution of suji and maida had been taken up through Fair Price Shops during October–November 2026.
The distribution of sugar in the Mohanpur Sub-Division commenced on October 26, 2026, according to the statement. In the Bamutia constituency area, sugar distribution was expected to begin upon receipt of the allocated stock.
The administration maintained that the complaints regarding non-distribution did not fully reflect the actual position, stating that distribution was being undertaken in accordance with the prescribed guidelines and the availability of stock.
It further stated that the concerned authorities were monitoring the process and that the remaining distribution would be completed upon receipt of the requisite stock.
Importantly, the clarification sets November 30, 2026, as the deadline for ration cardholders to collect their free-of-cost entitlements from their respective Fair Price Shops.
