Seizure records prepared by the Special Task Force (STF) of West Bengal Police in connection with Penro Police Station Case No. 07/2025, dated January 13, 2025, have documented a series of materials potentially significant to the ongoing investigation involving Tripura’s 2003 batch IAS officer Abhishek Chandra, his mother and other three persons. The records include company share certificates bearing the names of Abhishek Chandra and his mother Manjula Pramod Bisaria, a payment receipt for Rs 46.80 lakh reportedly received from Chandra, email authentication documents, corporate records, mobile phones and property-related agreements.

The case has been registered under Sections 318(4), 316(2), 338, 336(2), 340(2) and 61(2) of the Bharatiya Nyaya Sanhita (BNS), as mentioned in the seizure documents. The records describe the case as being handled by the Special Task Force, West Bengal Police.

The seized materials were documented under Section 105 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). Their evidentiary significance and any connection to the alleged offences will ultimately depend on further investigation and judicial examination.

One of the significant sets of documents was seized on August 5, 2025, from Vishal Awasthi, director of Alumni Kanpur Housing Private Limited, who appeared before the West Bengal STF in compliance with a notice issued under Section 94 of the BNSS.

According to the seizure list, the documents included:

Share certificate in Abhishek Chandra’s name: Certificate No. 156, Registered Folio No. 129, issued by Alumni Kanpur Housing Private Limited through its director, Vishal Awasthi.

Share certificate in Manjula Pramod Bisaria’s name: Certificate No. 183, Registered Folio No. 156, issued by the same company.

The two certificates constitute documentary material concerning the recorded shareholding interests of Chandra and Bisaria in the company.

Another important document listed in the August 5 seizure record is a photocopy of Payment Receipt No. STAM/00702/24-25, dated February 6, 2025, issued by Star City Infra Developer Private Limited.

The receipt reportedly records the receipt of Rs 46,80,000 from Abhishek Chandra.

The payment document may be relevant to establishing the nature, purpose and recipient of the transaction.

The STF also seized an original certificate under Section 65B of the Indian Evidence Act, as described in the document, or the corresponding provisions of the Bharatiya Sakshya Adhiniyam, 2023, concerning the authentication of email documents.

The certificate, issued by Prachi Sharma, an account executive of Alumni Kanpur Housing Private Limited, relates to sent and received emails involving Abhishek Chandra and his mother Manjula Pramod Bisaria on February 16 and February 27, 2024.

These records could help investigators examine the communications between the two individuals and their possible relevance to the transactions under scrutiny. The actual contents of the emails are not reproduced in the supplied seizure list.

The August 5 seizure list also mentions several corporate documents produced by Vishal Awasthi:

A photocopy of the company's Startup India registration certificate, bearing No. DIPP155487.

A copy of its certificate of incorporation, bearing Corporate Identity Number U68100UP2024PTC195899.

A copy of Form INC-33, the electronic Memorandum of Association, comprising 18 pages.

Taken together with the two share certificates, these records provide material for examining the company's incorporation, ownership structure and corporate activities, as well as any transactions relevant to the investigation.

A separate seizure record dated September 12, 2025, documents the seizure of a black Samsung Galaxy S22 mobile phone, model SM-S901E/DS, from Vishal Awasthi.

The phone is described as belonging to Alumni Kanpur Housing Private Limited and being used by Awasthi. The seizure list records its IMEI numbers and states that it was locked, with the access code noted in the document.

The device may contain electronic material relevant to the investigation, subject to forensic examination and verification.

On September 11, 2025, the STF documented the seizure of a black Samsung Galaxy Z Fold 6 mobile phone from Manish Malani, a Nagpur-based individual identified in the seizure record as being associated with the device.

The same seizure list records a photocopy of a 10-page service-provider agreement executed on non-judicial stamp paper between Satish Laddhad and another party.

The phone and agreement may be relevant to investigators' examination of the relationships and transactions among the persons concerned.

A further set of documents seized on September 4, 2025, from Shyamal Bepari of Birbhum, West Bengal, includes two original notarial certificates and associated leave-and-licence agreements involving Manjula Pramod Bisaria and two business entities.
