In a significant decision ahead of the 2027 Census, the Central Government has expanded the eligibility criteria for appointing Census enumerators, explicitly allowing teachers from private schools, including aided and unaided educational institutions, to be engaged in Census-related work.

The Ministry of Home Affairs, through the Office of the Registrar General and Census Commissioner of India, notified the Census (Amendment) Rules, 2026, on October 16, 2026. The amendments revise the Census Rules, 1990, widening the pool of personnel who may be appointed to conduct enumeration activities.

According to the notification, teachers working in educational institutions run by the government, local authorities, aided private institutions and unaided private institutions are all eligible for appointment as enumerators. The provision makes it clear that eligibility for Census duties is not restricted to government school teachers.

The inclusion of private school teachers is a notable feature of the amended rules, potentially enabling state governments and Union Territory administrations to draw on a broader pool of educational personnel for the nationwide population-counting exercise.

Apart from teachers, the amended rules allow clerks and other officials working in the Central Government, State Governments, local authorities and various establishments to be appointed as enumerators.

The notification specifically includes personnel associated with public sector undertakings, statutory bodies, banks, companies, institutions, societies and trusts.

Furthermore, the amended rules empower State Governments and Union Territory administrations to appoint any other persons they consider suitable to perform enumerator duties. This provision offers the authorities greater flexibility in identifying personnel according to local requirements and administrative needs.

The expansion is expected to provide the administration with a wider range of personnel for Census-related responsibilities, subject to selection by the competent authorities. By including private school teachers alongside government employees and other eligible individuals, the amended framework may help authorities address staffing requirements across different regions.
