A fresh recruitment notification issued by the Society for Entrepreneurship Development (SOFED) has brought into sharp focus the wide disparity in salaries, qualifications and employment conditions attached to contractual jobs under different government departments and agencies in Tripura.
The recruitment notification, dated October 8, 2026, invites online applications from eligible candidates permanently residing in Tripura for a range of outsourced positions on a purely contractual basis for periods of six or 11 months. The notification covers posts under different departments, agencies and PSUs under the Tripura Service Liabilities (ATSL) arrangement.
The salary structure reveals a striking difference between the highest and lowest paid positions. The highest monthly remuneration mentioned in the recruitment material is Rs 1,50,000 for a Neurologist, while the lowest is Rs 9,000 for Supporting Staff attached to the Pre-Paid Auto-Taxi service. The difference is Rs 1,41,000 a month.
The Neurologist post requires a DM or DRNB in Neurology along with one year of relevant professional experience and carries a monthly remuneration of Rs 1,50,000. An Insurance Medical Officer is offered Rs 60,000 and requires an MBBS qualification. The Accounts-cum-Audit Officer carries Rs 48,426 and requires a Bachelor's degree in Commerce, Finance or Accounting, with professional qualifications such as CA, CMA or MBA Finance listed as desirable and at least five years of supervisory or managerial experience.
Several specialised technical positions also carry comparatively higher remuneration. The posts of Geo-Spatial Data Analyst and MIS Manager carry Rs 34,650 per month. The Geo-Spatial Data Analyst requires a B.Tech or postgraduate degree in Science with Mathematics or Statistics, together with experience in Remote Sensing and GIS. Knowledge of specialised software such as ERDAS, ArcGIS and ENVI is desirable. The MIS Manager requires MCA, B.Tech or BE qualification and experience in MIS/GIS-related work, including database and system management.
A Digital Editor is offered Rs 35,000 and requires a degree, while qualifications or experience in digital editing, video production, graphic designing and Photoshop are desirable. A District Coordinator under the Brain Health Clinic is also offered Rs 35,000 and requires a Master's or postgraduate degree in Social Science or Public Health along with relevant experience.
The notification also contains posts requiring specialised qualifications but offering considerably lower remuneration. A Speech Therapist, requiring a Bachelor's degree in Speech and Hearing and one year of relevant experience, is offered Rs 25,000. A Field-cum-Laboratory Assistant under the College of Agriculture is offered Rs 26,000 and requires qualifications in agriculture, horticulture, natural farming, veterinary science or agricultural engineering, depending on the prescribed category.
For several technical and support positions under the College of Agriculture, the monthly remuneration is Rs 22,000. These include drivers for tractor and heavy motor vehicles, an LMV driver, plumber, electrician and computer operators. The computer operator posts require graduation and at least two years of experience as a computer or data-entry operator in a government institute.
At the lower end of the salary structure are posts such as Lab Attendant, offered Rs 15,000 and requiring Class VIII qualification, and several district-level driver posts carrying Rs 16,142, for which Madhyamik qualification and a valid commercial driving licence are required.
The notification also lists a Case Worker (Women) at Rs 13,225. The post requires a Bachelor's degree in Law, Social Work, Sociology, Social Science or Psychology and at least three years of experience in work related to women in government or non-government projects. A Para Medical Officer (Women), requiring a professional degree or diploma in paramedics and three years of experience, is offered Rs 11,416.
The lowest remuneration shown in the notification is Rs 9,000 for Supporting Staff under the Pre-Paid Auto-Taxi service. The candidate must have passed Class XII, possess basic computer knowledge and have good communication skills in Bengali, English and Hindi. Previous experience in transport service, ticketing or customer handling is preferred.
This salary structure raises an important question about the nature of employment opportunities being created for Tripura's unemployed youth. The issue is not the difference between salaries of highly specialised professionals and support staff in itself, because the responsibilities, qualifications and market value of different professions naturally vary. The concern is the combination of relatively modest remuneration, short contractual tenure and, in several cases, significant educational and experience requirements.
Many of the positions are not permanent government appointments. They are outsourced engagements for six or 11 months. Consequently, a candidate may secure a job after completing years of education and gaining professional experience, but still face uncertainty about continuation once the contractual period expires.
This has particular significance in Tripura, where government employment has traditionally been among the most preferred career options for educated young people. For candidates who have invested considerable time and money in professional education, a six-month or 11-month contract can provide immediate employment, but it does not necessarily provide long-term employment security or a defined career progression.
The situation also raises questions about whether contractual recruitment is increasingly becoming a mechanism for addressing unemployment without providing the employment stability traditionally associated with public-sector service. Contractual appointments may be appropriate for project-based activities, specialised assignments and time-bound programmes.
