Centre Gives NOC to Tripura for Preliminary Proposal to Establish 100-Seat Medical College at Santirbazar

A significant step has been taken towards the proposed establishment of a new Government Medical College in South Tripura, with the Government of India’s Ministry of Health and Family Welfare granting a No Objection Certificate (NOC) to the Tripura Government for submission of a Preliminary Project Proposal under the Pradhan Mantri Jan Vikas Karyakram (PMJVK).

The proposed medical college is planned with 100 MBBS seats at District Hospital, Santirbazar, South Tripura, according to an official communication issued by the Ministry of Health and Family Welfare on September 25, 2026.

The proposal is being pursued by the Tripura Government under the PMJVK, a scheme administered by the Ministry of Minority Affairs, with the objective of developing infrastructure and facilities in identified areas.

The Ministry’s letter, issued from Kartavya Bhawan-I, New Delhi, was addressed to the Secretary of the Health & Family Welfare Department, Government of Tripura. It refers to an earlier communication from the Tripura Government dated September 3, 2026, seeking clearance for submission of the preliminary project proposal.

The Union Health Ministry stated that it has “no objection” to the Government of Tripura submitting the Preliminary Project Proposal for establishment of the proposed Government Medical College at Santirbazar under PMJVK.

The proposal documents identify the project as the establishment of a medical college at Jolaibari RD Block, South Tripura District, while the Ministry’s communication specifically refers to the proposed college at District Hospital, Santirbazar, with an intake capacity of 100 MBBS seats.

Notably, NOC is not final approval

Importantly, the Union Ministry’s communication makes it clear that the NOC is intended to facilitate submission of the preliminary project proposal and does not by itself constitute final approval for establishment or commencement of the medical college.

The Ministry has specifically stipulated that the establishment of the proposed medical college will have to be carried out in full compliance with prevailing regulations, guidelines, standards and statutory approvals prescribed by the National Medical Commission (NMC) and other competent regulatory authorities.

This means that the project will still have to undergo the required regulatory and institutional processes before the medical college can become operational and commence MBBS admissions.
