ECI SIR Reforms: Doorstep Document Collection, Online Hearings and Special Enrolment Drive to Benefit Voters in Tripura

The Election Commission of India (ECI) has announced a series of measures aimed at making the electoral roll revision and voter enrolment process more accessible, particularly for people who face difficulties in visiting election offices. The decisions were taken at a full Commission meeting held at Nirvachan Sadan, New Delhi, on September 26, chaired by Chief Election Commissioner Gyanesh Kumar and attended by Election Commissioners Dr SS Sandhu and Dr Vivek Joshi.

Under the new arrangements, in cases where voters have received notices during the ongoing Special Intensive Revision (SIR) because of unmapped records or logical discrepancies, Booth Level Officers (BLOs) will visit their homes to collect the required documents. The documents will subsequently be uploaded to the ECINet system for consideration by the Electoral Registration Officer (ERO).

The Commission has also decided that such voters will generally not have to appear personally before the ERO or Assistant Electoral Registration Officer. Hearings will be held only in exceptional circumstances, as determined by the ERO, and preferably through online mode. An adult member of a family may also be authorised by an elector to attend a hearing on their behalf, where required. The Commission has directed that facilities for online hearings be strengthened.

The measures could have practical relevance for Tripura, particularly for voters living in remote rural, tribal and geographically difficult areas. If similar facilities are made available during the applicable electoral revision process in Tripura, voters may be able to submit documents and resolve discrepancies without making repeated journeys to election offices.

The Commission has further directed District Election Officers to establish adequate help desks and organise special camps for people living in night shelters, labourers, poor and homeless citizens and other groups requiring assistance. Such arrangements could also be useful in Tripura for eligible voters who face difficulties in accessing regular electoral services.

Another important decision concerns voters whose names have been left out of the electoral rolls. The ECI stated that SIR has already been completed in 20 States and Union Territories, including Bihar and West Bengal. Any person whose name has been omitted during or after the SIR process, including young and first-time voters, can approach the concerned ERO for inclusion through the continuous updation process. Chief Electoral Officers, District Election Officers and EROs have been directed to immediately launch special drives for enrolment of such electors.

For Tripura, this provision could be particularly significant for young voters reaching voting age and eligible citizens whose names may not appear in the electoral roll.
