Tripura to Launch Month-Long ‘Seva Sankalp’ Campaign from September 17 to Mark PM Modi’s 25 Years in Public Service

The Tripura government will launch a month-long “Seva Sankalp Abhiyan” from September 17 to October 17 to mark Prime Minister Narendra Modi’s completion of 25 years in public service, Chief Minister Manik Saha announced on Monday.
Announcing the programme at a press conference at the state secretariat, Saha said the campaign would be guided by the theme “Jan Seva Hi Prabhu Seva” and would seek to take the benefits of government schemes and public services to the “last person”. The month-long initiative will combine welfare and service-delivery camps with cultural programmes, social-service activities, public outreach, youth participation and innovation challenges.
According to Saha, Modi’s journey in public service began on October 7, 2001, when he assumed office as the Chief Minister of Gujarat. Describing the completion of 25 years in public life in a country as diverse as India as a significant milestone, the Tripura Chief Minister said the campaign would seek to highlight the public-service dimension of Modi’s political journey while creating opportunities for citizens to access government services.
Finance Minister Pranajit Singha Roy has been appointed the nodal minister for the campaign, while the respective guardian ministers will supervise programmes in the districts. A committee comprising all state secretaries and district magistrates has also been constituted to monitor implementation and assess the progress of the campaign. The Information and Cultural Affairs Department will function as the nodal department.
The campaign will open on September 17 with “Ashirwad Ka Diya”, under which more than six lakh lamps will be arranged for lighting in homes and at important locations across rural and urban Tripura. The lamps will be made by self-help groups and distributed through fair-price shops, panchayat offices and Ayrogya Mandirs.
Special programmes are planned at several prominent locations across the state, including Ujjayanta Palace and the banks of Jagannath Dighi and Laxmi Narayan Dighi in Agartala, the Tripura Sundari temple in Udaipur, Kali Bari Dighi in Dharmanagar, Neermahal in Sonamura and the Unakoti Kalakshetra complex in Kailashahar.
September 17 will also be observed as “Seva Diwas”, with blood donation camps scheduled at different locations as part of the campaign’s social-service component.
The main phase of the campaign will run from September 29 to October 17, with a wide range of programmes planned throughout the state.
Under “Mere Sapno Ka Bharat”, painting competitions will be organised in all 4,945 schools in Tripura. Students will be asked to depict themes such as “Viksit Bharat” and Modi’s 25 years in public service. Speech competitions will also be organised, while parents and local residents will be encouraged to visit exhibitions showcasing students’ paintings.
The government will also use street theatre as a means of public communication under “NaMo Seva Ankahee Kahaniyan”. Street plays lasting around 25 to 30 minutes will narrate Modi’s public-service journey and highlight various Central government welfare schemes and their claimed impact on beneficiaries.
Another major component, “Angan Milan Seva”, will cover all 10,479 anganwadi centres across Tripura. Parents and local residents will be informed about services available through anganwadi centres, pending benefits and welfare schemes for women. Officials will also explain the procedures through which eligible people can apply for various government schemes.
Under “Seva Ki Kahani”, beneficiaries of major welfare programmes, including the Pradhan Mantri Awas Yojana, Jal Jeevan Mission, Ayushman Bharat, PM-Kisan and Pradhan Mantri Garib Kalyan Anna Yojana, will share their experiences. The programme is intended to provide a platform for beneficiaries to narrate how government schemes have affected their households and livelihoods.
The campaign will also feature a large-scale mobilisation initiative titled “Seva Jyoti Kalash Yatra”. Torch processions, bicycle rallies and motorcycle rallies will pass through 1,193 villages and 21 towns. Youth participation will be encouraged, while ceremonial urns symbolising the vision of “Viksit Bharat” will be installed at crowded public locations. Participants will also take a collective pledge towards building a developed India by 2047.
Public participation in voluntary social-service activities will be encouraged through “Seva Meri Yogdan”. The activities will include tree plantation, blood donation, cleanliness drives and voluntary labour. As many as 25 different types of service activities are planned, with at least two locations identified for such activities in every Assembly constituency.
Among the most significant service-delivery components will be the “Seva Setu Abhiyan”, under which 85 mega camps will be organised between September 29 and October 17. The camps will be conducted at 58 block headquarters, 20 towns and four zones of Agartala. Depending on local requirements, additional camps may also be organised in panchayat and urban areas.
The mega camps are intended to function as one-stop public-service platforms where citizens can receive assistance in submitting online applications for government schemes, access various government services and seek immediate grievance redressal. Feedback from beneficiaries will also be collected as part of the exercise.
The government has further planned “Seva Ke Rang, Rashtra Ke Sang”, involving the creation of large human rangolis at major public gathering points. The designs will showcase government welfare schemes, national symbols and the message of “Viksit Bharat”. Artists, women, members of self-help groups, NCC personnel and students will participate, with organisers placing emphasis on local art forms and the use of natural materials.
The campaign will also have an innovation-focused component through the “Seva First Innovation Challenge”. Government departments will identify problems related to governance, citizen services, welfare delivery, operational efficiency and local development, following which start-ups, students, researchers, innovators, entrepreneurs and academic groups will be invited to develop technology-based solutions.
The Higher Education, Information Technology, Industries and Commerce, and Skill Development departments will participate in the innovation initiative along with district administrations. Promising teams could receive incubation and ecosystem support through the Startup Tripura initiative and may also get opportunities to connect with investors.
Another proposed component, “Susashan Samvad”, will bring together elected representatives of panchayats and urban local bodies, young people, women’s self-help groups and representatives of Scheduled Caste, Scheduled Tribe and other communities. Discussions will focus on governance, public service delivery and the sharing of best practices.
The state government is also considering sending volunteers from Tripura to participate in the proposed Vadnagar-Varanasi Seva Yatra, adding a wider national dimension to the state’s month-long campaign.
The scale of the programme indicates that the Seva Sankalp Abhiyan is being conceived not merely as a commemorative exercise but also as an extensive government outreach and public-mobilisation initiative. By combining political messaging around Modi’s 25 years in public service with welfare camps, grievance redressal, social-service programmes and citizen participation, the BJP-led Tripura government is seeking to turn the anniversary into a month-long state-wide engagement exercise.
The emphasis on service delivery through 85 mega camps, coverage of more than 10,000 anganwadi centres and school-level programmes across nearly 5,000 educational institutions also gives the campaign a substantial administrative dimension. At the same time, the proposed rallies, cultural programmes, street plays, lamp-lighting events and public pledges are expected to provide a strong mobilisation component.
With programmes spread across villages, towns, schools, anganwadi centres, Assembly constituencies and major public landmarks, the campaign is likely to create a sustained political and administrative presence across Tripura for an entire month, while the government has positioned the initiative as an effort to reinforce the principle that public service should ultimately reach the last beneficiary.
