BJP–Tipra Motha Alliance Talks Gain Momentum Ahead of ADC Village Committee Polls, Major ADC Powers, Land Rights and 2028 Power-Sharing Formula on Table

Political negotiations between the BJP and the Tipra Motha Party (TMP) appear to be gaining momentum ahead of the upcoming Tripura Tribal Areas Autonomous District Council (TTAADC) Village Committee elections, with a possible electoral understanding between the two parties expected to be discussed at the highest level in New Delhi on September 4.
According to highly placed sources, the emerging understanding could involve the transfer of greater administrative and financial powers to the TTAADC administration, including rights over a substantial portion of land in the ADC areas. The proposed arrangement is reportedly being linked to the implementation of commitments arising from the tripartite agreement involving the Centre, the Tripura government and Tipra Motha.
A final political decision on the proposed BJP–TMP understanding could potentially be announced on September 4 in the presence of Union Home Minister Amit Shah. Chief Minister Manik Saha and Chief Secretary JK Sinha, IAS are expected to travel to Delhi to participate in the discussions. Tipra Motha chief Pradyot Kishore Manikya Debbarma may also attend, while party leaders Ranjit Debbarma and Brishaketu Debbarma are also understood to be possible participants.
The discussions are significant because the proposed arrangement is reportedly not limited to seat-sharing in the forthcoming village committee elections. Sources indicate that the implementation of the tripartite agreement could be structured in three phases and completed before the 2028 Tripura Assembly elections.
Among the issues reportedly under discussion is the transfer of greater control over land and other resources to the ADC administration. Sources have claimed that the proposal could cover rights over a large share of land within the ADC areas, alongside direct funding to the autonomous council, greater administrative authority, protection and promotion of tribal languages and culture, and other institutional powers.
Another major issue reportedly being discussed is political representation. The proposed framework could include demands for an increase in Scheduled Tribe representation in the Tripura Legislative Assembly and Lok Sabha, subject to the constitutional and legal processes required for such changes.
The negotiations could therefore represent a broader political arrangement between the BJP and Tipra Motha rather than merely an electoral alliance for the village committee polls.
In return, Tipra Motha is expected to extend political cooperation to the BJP in the upcoming TTAADC Village Committee elections and potentially in subsequent electoral contests. Sources suggest that seat adjustments could be worked out at the local level, taking into account the organisational strength of both parties and the winnability of individual candidates.
The TTAADC Village Committee elections are scheduled to be held on September 28, with counting scheduled for October 5. The elections will cover 587 village committees comprising 4,599 seats, making the exercise one of the most important political contests in the tribal areas ahead of the 2028 Assembly elections.
Both the BJP and Tipra Motha have reportedly instructed their respective local leadership, MLAs and district council members to begin the process of identifying and selecting prospective candidates for all 4,599 seats. The final seat-sharing arrangement, if an agreement is reached, is expected to be determined after the broader political understanding and implementation framework of the tripartite agreement are finalised.
Importantly, sources said that BJP national leaders BL Santosh and Sambit Patra did not hold a formal meeting with Tipra Motha leaders during their recent visit to Tripura, despite considerable political speculation surrounding their visit. However, discussions at the central level are now expected to take place in Delhi on September 4.
The proposed political understanding also has a potentially significant bearing on the 2028 Assembly elections. Sources claim that Tipra Motha could support the BJP in retaining political control of Tripura in exchange for substantial progress on its long-standing demands concerning tribal rights, land, administration, political representation, language and culture.
One of the most politically consequential possibilities being discussed is the prospect of a post-2028 power-sharing arrangement. According to sources, if the BJP–TMP understanding develops into a comprehensive political pact, the possibility could even arise of Tipra Motha chief Pradyot Kishore Manikya Debbarma being considered for the Chief Minister's position after the 2028 Assembly elections.
