Tripura government contemplating formation of pay commission , Pranjit Singharoy

The finance minister Pranjit Singharoy told the state assembly today that the state government is contemplating constituting a pay commission to upgrade the pay and allowances of state’s employees and pensioners. He made the statement in response to a motion raised on the issue by the Congress MLA Sudip Roybarman who asked whether the state government would form a pay commission for the benefits of salaried employees and pensioners.

In reply Pranjit said that the state government is sensitive to the needs and grievances of employess and pensioners and has been trying to address this by sanctioning DA and D for them twice a year. “We know that the state’s employees and pensioners are receiving 19% less DA than their central counterparts and we are sympathetic to them; but the fund requirement for paying up the whole dues is such that we have to carefully move on the matter; but positive action will be taken on the issue soon” said Pranjit Singharoy. He said that a committee has already been formed chaired by a senior bureaucrat to go into the viability of constituting a pay commission. He added that after coming to power in 2018 the BJP led state government had given higher factor point on basic pay of employees and pensioners at par with Centre’s 7th pay commission but the questions of allowances could not be considered because of the fact that central employees have all India transfer liability and different services conditions which require payment of certain allowances while other allowances like house-rent etc have to be paid up at higher rates. He however assured the house that after receiving the recently constituted administrative committee’s report a decision on constituting a new pay commission like the Centre’s contemplated 8th pay commission will be taken.

However the Congress MLA Sudip Roybarman who had moved the motion raised the point of deprivation of state’s employees of DA and other allowances . Sudip made a strong plea for clearing up the pending DA installments.

Meanwhile, highly placed sources in the state secretariat said that the government is preparing to announce a DA and DR installment of 3% for employees and pensioners to reduce the gap with centre further. The announcement is likely to be made by the chief minister Dr Manik Saha in the current session of the state assembly which will end on next Monday.
