Tripura ADC Bills Await Governor’s Assent, Says Pradyot Kishore

Several bills passed by the Tripura Tribal Areas Autonomous District Council (TTAADC) are yet to become laws as they await the Governor’s approval and signature, Tipra Motha chief Pradyot Kishore Debbarma said on Wednesday.

Mr. Debbarma made the remarks after meeting the Governor to discuss the pending bills and other issues concerning the functioning of the autonomous council. TTAADC Chief Executive Member (CEM) Runiel Debbarma was also present at the meeting.

Speaking to reporters after the meeting, Mr. Debbarma said a number of bills had already been passed by the council’s legislature but could not be brought into effect as the required constitutional process had not been completed.

“The bills passed by the ADC are awaiting the necessary constitutional process, including the Governor’s assent,” Mr. Debbarma said.

The meeting, he added, covered the legislative and administrative powers of the autonomous council and the steps required to operationalise legislation passed by it.

The TTAADC, established under the Sixth Schedule of the Constitution, exercises legislative and administrative powers over specified areas inhabited predominantly by tribal communities in Tripura. Bills passed by the council in areas falling within its legislative competence are subject to the constitutional procedures applicable to the autonomous administration.

Mr. Debbarma said the delegation discussed ways to ensure that decisions taken by the council could be implemented without unnecessary delay while adhering to constitutional requirements.

The meeting assumes significance as the Tipra Motha-led council prepares to deal with several administrative and legislative issues ahead of the upcoming village committee elections in the autonomous areas.

The Tipra Motha leadership has maintained that strengthening the constitutional and administrative powers of the ADC remains a key priority. The party is also seeking greater clarity on the implementation of issues relating to the rights and development of the indigenous population of Tripura.

Political observers said the Governor’s decision on the pending bills could have a bearing on the functioning of the autonomous council and its legislative agenda. The next steps by the State government and the Raj Bhavan are therefore being closely watched.

Mr. Debbarma indicated that discussions on the council’s pending legislative and other constitutional issues would continue with the relevant authorities in the coming days.
