Tripura Government Grants Regular Pay Scale to 242 Graduate Teachers After Five Years of Fixed-Pay Service

In a significant development for teachers serving under the Directorate of Elementary Education, the Government of Tripura has granted the regular scale of pay to 242 Graduate Teachers (GTs) at the elementary level who were appointed on fixed-pay terms following recommendations of the Teachers’ Recruitment Board, Tripura (TRBT), after completing five years of service.

The decision was communicated through a memorandum issued by the Directorate of Elementary Education, Government of Tripura, dated August 25, 2026. The order states that the 242 Graduate Teachers, who were appointed as T-TET-II qualified teachers on a fixed-pay basis, will now receive the regular scale of pay of Rs. 5,700–24,000 under Level-9, Cell-I of the Tripura State Pay Matrix, 2018.

According to the memorandum, the key condition for extending the benefit is completion of five years of service in the fixed-pay category. The order further makes it clear that, with the grant of the regular pay scale, the fixed-pay posts held by the concerned Graduate Teachers will be deemed to have been converted into regular posts carrying the regular scale of pay from the date on which the benefit is allowed.

The development is particularly significant for teachers who have spent several years working under fixed-pay arrangements despite continuing in government service. The regularisation of their pay structure is expected to bring greater financial stability and access to service benefits associated with regular posts, subject to applicable government rules.

The memorandum has been issued by Dr. Samit Roy Choudhury, IAS, Director of Elementary Education, in continuation of the Government’s policy regarding employees appointed against fixed-pay posts. The order cites Finance Department Memorandum No. F.10(2)-FIN(G)/05/Part-I, dated October 16, 2007, as the basis for the decision.

The Directorate has also directed all District Education Officers to submit the requisite details of other Graduate Teachers at the elementary level who have completed five years of service in the fixed-pay category. These details must reach the Directorate by September 10, 2026, indicating that the present order may be followed by further decisions benefiting other similarly placed teachers.

The latest memorandum also contains specific instructions for implementation at the field level. District Education Officers, Principal Officers under the TTA ADC, Inspectors of Schools and Heads of Offices have been asked to take necessary steps to facilitate the drawing and disbursement of salaries of the concerned teachers under the regular scale from the applicable dates.

The concerned authorities have further been instructed to record the contents of the order in the respective teachers’ Service Books, subject to proper authentication. In cases where any teacher has already been transferred, the memorandum is to be forwarded to the existing Head of Office and Drawing and Disbursing Officer for necessary action.

The Directorate has also clarified that the teachers concerned must have completed the required five years of service without any break, as specified in the order. The financial expenditure arising from the decision will be debited to the same Head of Account from which the teachers’ fixed pay is currently being drawn.

Copies of the memorandum have been forwarded to the Accountant General, Tripura, the Finance Department, Treasury and Sub-Treasury Officers and other concerned authorities for information and necessary action.

The decision comes against the backdrop of a wider policy debate in Tripura over fixed-pay appointments and the transition of employees to regular pay structures after completing the prescribed period of service. In an earlier development concerning teachers, the Tripura High Court had also dealt with the constitutional and service-law questions surrounding fixed-pay arrangements for teachers appointed through a regular recruitment process.

The government’s latest action therefore assumes wider significance for the elementary education sector, particularly for other Graduate Teachers who have completed, or are approaching, five years of fixed-pay service. The Directorate’s September 10 deadline for submission of details suggests that the administration is now undertaking a broader exercise to identify eligible teachers and process their claims under the applicable policy.

For the 242 teachers covered by the August 25 memorandum, however, the order marks an important transition—from fixed-pay employment to posts carrying the regular Level-9 pay structure, after five years of service. The move is expected to provide them with greater certainty regarding their salary and service status while also bringing their posts formally within the regular establishment of the Elementary Education Department.

The government’s decision is also likely to be closely watched by other fixed-pay teachers across Tripura, particularly those who have completed the qualifying period and are awaiting similar benefits. The Directorate’s instruction to District Education Officers to submit details of all other eligible Graduate Teachers indicates that the process may extend beyond the 242 teachers covered in the present memorandum.
