Nature’s Fury Shatters Dream: Rs.100 Crore Howrah Riverfront Project Damaged Before Inauguration, Raising Questions Over Flood Planning

What was envisioned as a major facelift for Agartala’s riverfront and a new recreational destination for residents has suffered a serious setback even before its formal inauguration. The newly developed Howrah River Front Park has reportedly been affected by rising floodwaters, raising questions over the planning, design and flood resilience of a project involving an estimated investment of around Rs. 100 crore.

The Howrah River Front Development Project, implemented under the Agartala Smart City framework, covers roughly a two-kilometre stretch between Steel Bridge and Dashamighat. The project was conceived to transform the neglected riverbank into an environmentally sustainable and attractive public space, with walking and cycling tracks, parks, landscaping and other recreational facilities. The foundation stone was laid in December 2022 for a project initially valued at Rs.86.34 crore, while subsequent descriptions of the project have put its estimated cost at around Rs.100 crore. An official Agartala Smart City document also records a funding structure involving Rs.51 crore in CITIIS contribution and Rs.48 crore in state contribution.

The news report highlighting the recent damage has brought the project’s vulnerability to flooding into sharp focus. Several portions of the newly developed riverfront, including infrastructure, landscaping and lighting installations, have reportedly been affected after the Howrah River rose significantly during heavy rainfall.
