THRC seeks report on death of undertrial prisoner

The Tripura Human Rights Commission (THRC) has sought a detailed report from the Inspector General of Prisons following the death of an undertrial prisoner at AGMC and GBP Hospital in Agartala.
The deceased, identified as Sukra Munda, son of late Halu Munda of Nabanagar, Kalagachiya in West Tripura, had been lodged at Kendriya Sansodhanagar, Bishalgarh, since February 2, 2026. He was facing proceedings in Special (NDPS) 138/2026 under the Narcotic Drugs and Psychotropic Substances Act, 1985.
According to the Commission's order, Munda was referred to AGMC and GBP Hospital on August 10 following advice from the Medical Officer-in-Charge of the prison hospital. He was admitted to the male medicine ward at about 12.15 pm and was later shifted to the R-ICU for specialised treatment.
Munda died at around 10.14 pm on August 20 while undergoing treatment in the R-ICU, the order stated.
The authorities informed his family through the Officer-in-Charge of Sidhai Police Station and asked them to reach the hospital to receive the body after completion of the required formalities.
The Commission, headed by Justice Arindam Lodh, said it had taken cognisance of the case as the death occurred while Munda was in custody. It said the circumstances surrounding the death and its cause required examination.
The THRC has asked the Inspector General of Prisons to provide a comprehensive report on the circumstances leading to the death. It has also sought Munda's initial health screening record from the period of his custody along with his complete medical records, including details of treatment received during his hospitalisation.
The Commission has additionally called for the inquest report, post-mortem report, video recording of the post-mortem examination and chemical examination report of the viscera.
It has also sought the final cause-of-death report based on the scientific findings and the detailed report of the magisterial inquiry in the UD case.
The required reports have been sought within four weeks. The matter will thereafter be taken up along with the report submitted by the Inspector General of Prisons.
The Commission has also directed that a copy of its order be forwarded to the National Human Rights Commission in New Delhi, informing it of the action taken in connection with the undertrial prisoner's death.
