The political contest over implementation of the Tiprasa Accord appears to be entering a new and more contentious phase in Tripura, with the Tipra Motha leadership stepping up pressure on the BJP while former insurgent groups who have surrendered to the government have also become involved in protests and road blockades.

Tipra Motha founder Pradyot Kishore Debbarma, after a meeting of senior party leaders in Agartala on Sunday night, reportedly announced that the party would not enter into an understanding with the BJP for the upcoming Tripura Tribal Areas Autonomous District Council (TTAADC) Village Council elections unless the Tiprasa Accord is implemented. The declaration has added a fresh political dimension to negotiations between the two parties over possible electoral coordination in the ADC.

According to political observers, Tipra Motha appears to be pursuing a two-pronged strategy. While the party leadership has been raising the demand for implementation of the Tiprasa Accord through political meetings and strong statements in the plains, pressure is also building in the tribal areas through street protests and road blockades involving organisations linked to surrendered members of former insurgent groups.

Since Sunday night, despite heavy rain and inclement weather, groups associated with surrendered cadres of the NLFT and ATTF have reportedly joined road blockades in the Baramura hills and other locations. A road blockade was also reported at Hataikathar, creating disruption for ordinary commuters and adding to the pressure on the state administration.

The development has triggered considerable political discussion because, according to claims circulating in political circles, several rounds of discussions have already taken place between Tipra Motha and the BJP regarding seat-sharing and electoral arrangements for the forthcoming ADC Village Council elections. While the final political arrangement may not yet have been formally announced, sources within the political arena claim that the broad contours of an understanding between the two parties have already been discussed.

This has created a delicate situation for Tipra Motha leadership. On one hand, the party is seeking to demonstrate to its supporters that it is maintaining pressure on the BJP-led government for implementation of the Tiprasa Accord. On the other hand, any electoral understanding with the BJP would require the leadership to explain to its grassroots workers and supporters why the party is sharing the electoral platform with a party against which strong political slogans and criticism have recently been directed.

The latest road blockades have therefore become politically significant beyond the immediate issue of traffic disruption. Critics of the developments allege that the involvement of surrendered former insurgents in agitation is being used as a pressure tactic to compel the Centre to respond to demands relating to the Tiprasa Accord.
