Ahead of Independence Day APL Rice Entitlement Capped at 20 Kg: Families with More Than 4 Members to Get Less Than Earlier

The Tripura Government has revised the monthly entitlement of “Tide-Over” rice for Above Poverty Line (APL) ration cardholders, introducing a maximum ceiling of 20 kg per ration card per month, irrespective of the number of eligible members in a family.

According to a memorandum issued by the Directorate of Food, Civil Supplies & CA, Government of Tripura, dated July 20, 2026, the entitlement of Tide-Over APL rice has been revised to 5 kg per person per month, subject to a maximum ceiling of 20 kg per ration card. The revised system has come into effect from the August 2026 allocation month and is applicable to all eligible APL ration cardholders across the state.

The new ceiling means that while the entitlement remains 5 kg per person for families of up to four members, households with more than four members will no longer receive additional rice beyond the 20-kg limit.

For example, under the earlier calculation, an APL family with five members could receive 25 kg of rice per month, at the rate of 5 kg per person. Under the revised rule, the same five-member family will now receive only 20 kg, resulting in a reduction of 5 kg per month. Similarly, a six-member family, which would theoretically qualify for 30 kg at the per-head rate, will also be restricted to the 20-kg ceiling.

The memorandum specifically states that the revised scale replaces the earlier maximum ceiling of 25 kg per ration card.

The order has been issued to all Sub-Divisional Magistrates of the state for implementation. Copies have also been forwarded to the Personal Secretary of the Minister in charge of Food, Civil Supplies & Consumer Affairs and to the Principal Secretary of the department.

The decision is likely to draw attention particularly among larger APL households, as the new system effectively means that the per-member entitlement is no longer applicable beyond four members. In practical terms, the more members an APL household has beyond the four-member threshold, the lower the effective quantity of rice available per person.

For a five-member family, for instance, the effective entitlement will fall from 5 kg to 4 kg per person. For a six-member family, it will come down to around 3.33 kg per person, while an eight-member household would effectively receive only 2.5 kg per person.

The revision has therefore raised questions about the rationale behind reducing the maximum entitlement at a time when food prices and household expenses continue to remain a concern. While the government memorandum formally describes the measure as a “revision of monthly entitlement,” affected families may view the reduction in the ceiling as a cut in their monthly ration allocation.

The order has also become a subject of public criticism, with some describing the timing of the decision as particularly unfortunate ahead of Independence Day. Critics argue that for larger APL families, the revised ceiling could increase the financial burden of purchasing the additional rice required for household consumption.
