Tripura Gears Up for First Fully Digital Census 2027, House Listing and Housing Census to Begin from August 1

Tripura is all set to launch the first phase of Census 2027 with the House Listing and Housing Census (HLO) beginning on August 1, 2026, marking the start of India's first fully digital population census. The field operation will continue until August 30, 2026, during which trained enumerators will visit every household across the state to collect housing and household

related information using mobile applications and a web-based digital platform.

Ahead of the launch, Ratan Biswas, IAS, Director of Census Operations, Tripura, under the Government of India, organized a press conference in Agartala on July 31 to outline the objectives, methodology and significance of the nationwide exercise. The campaign is being carried out under the theme, "Accurate Data, Accurate Enumeration, Foundation of a Prosperous India."

Director said Census 2027 will play a crucial role in evidence-based planning for education, healthcare, housing, employment generation, infrastructure development and equitable allocation of financial resources. Accurate census data will also help ensure that government welfare schemes effectively reach economically weaker and marginalized sections of society.

One of the most significant features of Census 2027 is that it will be India's first completely digital census. Unlike previous exercises, no paper forms will be used. Instead, all information will be collected electronically through a secure mobile application and web portal, enabling faster, more accurate and transparent data collection across all eight districts of Tripura.

The first phase of the census will consist of 33 notified questions, broadly classified into four major categories. These include details of the house and building, household composition, basic amenities and household assets.

Under the Housing Particulars section, enumerators will collect information on the building number, purpose of use, whether residential, commercial or otherwise, the primary materials used for constructing the floor, walls and roof, as well as the present condition of the house.

The Household Details section will include the name and gender of the head of the household, total number of family members, Scheduled Caste and Scheduled Tribe status where applicable, ownership status of the dwelling, and the number of rooms used by the family.

Information relating to Basic Amenities will cover the primary source and availability of drinking water, source of electricity, type of toilet and drainage facilities, and the principal cooking fuel used, such as LPG, firewood or other fuels.

The Assets and Connectivity section will record the availability of household assets including radio, television, computers or laptops, internet connectivity, mobile phones and smartphones, ownership of vehicles such as bicycles, scooters, motorcycles and cars, and the family's principal staple food.

Officials emphasized that all information collected during the census will remain strictly confidential under the Census Act, 1948. The digital platform uses advanced encryption and secure data management systems to ensure that personal information cannot be misused or disclosed. Citizens have also been informed that no identity card or government document is required while providing information to enumerators.

The Directorate appealed to the media and the general public to actively support the census exercise by creating awareness and encouraging every household to cooperate with enumerators by providing accurate information. Authorities said complete public participation is essential for ensuring reliable statistics that will guide policy decisions and development planning for years to come.

While the first phase focuses on House Listing and Housing Census, the second phase of Census 2027 will involve Population Enumeration, during which detailed demographic information of every individual will be collected.
