THRC seeks detailed reports on custodial death of life convict

The Tripura Human Rights Commission (THRC) has taken suo motu cognisance of the custodial death of a life convict and directed the Inspector General of Prisons to submit a comprehensive report on the incident within four weeks.

The Commission initiated proceedings after receiving information that Bhajan Das, a life convict lodged at Kendriya Sansodhanagar, Bishalgarh, died on July 18 while undergoing treatment at the Atal Bihari Vajpayee Regional Cancer Centre in Agartala. He had been admitted to the hospital on June 9 for specialised treatment.

Observing that the prisoner was in judicial custody at the time of his death, the Commission said the circumstances surrounding the incident required examination. It sought reports on the prisoner's medical history, treatment records, inquest, post-mortem examination, videography of the autopsy, forensic analysis of viscera, final medical opinion on the cause of death and the magisterial inquiry.

The THRC has fixed August 27 for the next hearing and directed that a copy of its order be forwarded to the National Human Rights Commission.
