Tripura Government Relieves Secretary PK Chakraborty of All Responsibilities, Kiran Gitte Appointed Secretary to Chief Minister in Major Administrative Reshuffle

In a significant administrative development, the Tripura Government has relieved Secretary PK Chakraborty of all official responsibilities as part of a major bureaucratic reshuffle notified by the General Administration (Personnel & Training) Department. The move comes amid recent controversies surrounding administrative matters and has sparked widespread discussion in bureaucratic and political circles. While the government has not officially disclosed the reasons behind the decision, the notification marks a substantial reallocation of responsibilities among senior IAS and TCS officers.
One of the most notable changes is the appointment of Shri Gitte Kirankumar Dinkarrao, IAS, as the new Secretary to Chief Minister Prof. (Dr.) Manik Saha. Besides serving as Secretary to the Chief Minister, he has also been entrusted with the charge of the Information & Cultural Affairs Department, Public Works Department (excluding Drinking Water & Sanitation), Health & Family Welfare Department, General Administration (Good Governance), Industries & Commerce Department (excluding IT and Handloom, Handicrafts & Sericulture), and Chief Executive Officer of the Tripura Institution for Transformation. He has, however, been relieved of the charge of the Industries & Commerce (IT) Department.
Dr. Parshant Kumar Goyal, IAS, Secretary to the Government in the Finance Department (excluding Small Savings, Group Insurance and Institutional Finance), has been assigned the additional charge of the Industries & Commerce (IT) Department.
Shri Tapas Roy, IAS, Secretary to the Government in the Cooperation Department, has been entrusted with the additional charge of Secretary, Youth Affairs & Sports.
Shri Rajib Datta, IAS, who was serving as Director of Elementary Education and Director of Secondary Education with additional charge of State Project Director, Samagra Shiksha Abhiyan (SSA), has been transferred and posted as Director, Panchayats.
Shri Subhash Chandra Saha, IAS, Additional Secretary, Rural Development Department, has been transferred as Additional Secretary, Revenue Department. He will continue to hold the additional charge of Director (Projects), State Level Monitoring Committee of the Rural Development Department, and Competent Authority, IGGL.
Dr. Samit Roy Choudhury, IAS, Additional Secretary, General Administration (Confidential & Cabinet), Chief Minister's Secretariat, General Administration (Personnel & Training) Department and Registrar, SIPARD, has been appointed Director of Elementary Education and Director of Secondary Education, with additional charge of State Project Director, Samagra Shiksha Abhiyan (SSA), while continuing as Registrar, SIPARD.
Shri Upendra Jamatia, IAS, who was serving as ADM & Collector of Sepahijala District, has been appointed Inspector General of Prisons.
Shri Sagar Sobhan Debnath, IAS, ADM & Collector (Planning), Unakoti District, has been posted as Joint Secretary, Rural Development Department.
Shri Prasun De, TCS, who was serving as Director, Panchayats with additional charge of Director, Land Records & Settlement, has now been posted as Director, Land Records & Settlement.
Shri Arup Deb, TCS Grade-I, ADM & Collector (Planning), West Tripura, has been appointed Joint Secretary, General Administration (Personnel & Training) Department.
The notification, issued by the General Administration (Personnel & Training) Department on July 17, 2026, states that all the transfers and postings will take effect immediately and remain in force until further orders.
The administrative reshuffle is being viewed as one of the most significant bureaucratic exercises undertaken by the Tripura Government in recent months. The appointment of Shri Gitte Kirankumar Dinkarrao, IAS, as the new Secretary to Chief Minister Prof. (Dr.) Manik Saha, coupled with the decision to relieve Secretary PK Chakraborty of all official responsibilities, marks a major reorganisation of the state's administrative machinery.
