One After Another, Alleged Illegal Actions of Tripura University Come Under High Court Scrutiny, Suspension of Executive Engineer Revoked

A series of alleged illegal administrative actions by Tripura University are increasingly coming under the scanner of the Tripura High Court. In the latest development, the University has revoked the suspension of its Executive Engineer, Er. Krishna Das, by accepting his joining report with retrospective effect, raising fresh questions over the institution's handling of the matter.

As per an office order issued by Registrar (I/c) Prof. Samir Kumar Shil, the joining report submitted by Er. Krishna Das on May 14, 2026, after the expiry of his suspension period, has been formally accepted ex-post facto with the approval of the competent authority.

Er. Krishna Das, who heads the University's Engineering Cell, was suspended following a decision of the Executive Council (EC) during its 46th meeting held on August 14, 2025. Challenging the decision before the Tripura High Court through Writ Petition No. 551 of 2025, he alleged that the Executive Council itself was illegally constituted in violation of Clause 12(A) of the First Amendment to the Tripura University Act, 2006. The petition also questioned the eligibility of certain members who participated in the meeting that ordered his suspension.

The petitioner further alleged that the University stopped paying his subsistence allowance during the suspension period, forcing him to move the High Court through multiple interlocutory applications seeking release of the allowance and enhancement to 75 percent as prescribed under service rules.

Although the suspension period expired after six months and Er. Das submitted his joining report on May 14, 2026, the University allegedly neither accepted his joining nor restored his salary or official responsibilities for more than a month. His office chamber reportedly remained sealed despite repeated representations.

The University's subsequent decision to accept his joining retrospectively has triggered fresh debate, with legal observers questioning why the authority delayed the acceptance despite the expiry of the suspension period.

Despite the revocation of the suspension, Er. Krishna Das has reportedly not been assigned any official duties and his office chamber remains sealed.

The case is one among several matters involving Tripura University's administrative decisions that are presently under judicial scrutiny before the Tripura High Court. The final outcome of the pending proceedings is expected to have significant implications for the University's governance and decision-making process.

The allegations raised in the writ petition are currently before the Tripura High Court, and the matter remains sub judice.
