The lack of concrete information and interpretation of the reported supreme court judgment mandating compulsory attainment of TET qualification for teachers having more than five years of service left have created a lot of confusion which is worse confounded by silence of the state government. This has prompted the ruling BJP-affiliated Akhil Bharatiya Rashtriya Shaikshik Mahasangha (ABRSM) to hold a press conference to seek immediate central and state intervention in the matter to protect the livelihood and service security of more than fifteen thousand incumbent teaches having more than five years of service.
Speaking to media persons professor Arabinda Mahato , additional general secretary of ABRSM in Tripura, said that in its judgement pronounced on May 29 this year the supreme court bench had upheld the validity of the notification issued by the National Council for Teachers Education (NCTE) issued on August 23 2010 mandating TET qualification of all teachers having more than five years of service left . “In Tripura there are more than fifteen thousand such teachers whose service security and future have come under a cloud and urgent legal intervention in the matter by the Centre and state are required” said professor Arabinda Mahato.
Shri Pranab Mallick , headmaster of ‘Prantiya Kariyakarta’ said that the future and service security of more than fifteen thousand teachers may be affected by the supreme court order unless reviewed and reversed by the court . Similarly Gautam Majumder and Tirtharam Reang, president of the ABRSM, said that the NCTE guideline had come into effect on and from August 23 2010 but the teachers who had got jobs before that had done so in compliance with all the existing rules and regulations of the recruiting governments. “ We respect the judgment of the supreme court but giving retrospective effect to the NCTE guideline for in-service teachers who had joined service before the deadline mentioned in the guideline of NCTE will create lot of problems for in-service teachers “ said Gautam Majumder and Tirtharam Reang .
They said that a statewide awareness and advocacy programme will be launched soon to explain the implication of the latest supreme court order . The leaders also appealed to the central government to legally intervene in the matter and seek a review of the order so that it is not given retrospective effect to.
