Minister’s Delhi Visit Reinforces Importance of Sixteenth Finance Commission Study for Tripura’s Future

The recent visit of Tripura Higher Education Minister Kishor Barman to New Delhi and his discussions with Union Education Minister Dharmendra Pradhan have highlighted the growing relevance of the recommendations made in a comprehensive study conducted under the aegis of the Sixteenth Finance Commission, Government of India.

The study, undertaken by Professor Subhrabaran Das of the Department of Economics, along with Kiran Bhowmik, Research Associate, and Srija Debnath, Research Assistant, had emphasized the urgent need for greater investment in education, healthcare, skill development and human capital formation to ensure sustainable economic growth in Tripura.

During the meeting in New Delhi, the Tripura delegation focused on strengthening higher education institutions, resolving affiliation-related issues, introducing skill and vocational education programmes in collaboration with IIT Kharagpur, and improving academic governance. These priorities closely mirror the recommendations of the Finance Commission study, which identified education as one of the most critical sectors requiring enhanced public investment.

The report had noted that while Tripura’s educational spending efficiency remains better than the national average, the share of expenditure on education has shown a declining trend in recent years. It recommended increased allocation of resources to education and healthcare, arguing that stronger human capital is essential for long-term economic development and fiscal sustainability.

The study also stressed the need to improve technical efficiency in the education sector through better infrastructure and improved teacher-student ratios. The Minister’s efforts to secure central support for higher education reforms and skill-based learning opportunities demonstrate a practical step toward implementing these recommendations.

Experts believe that the Delhi visit is significant not only for addressing immediate administrative and academic challenges but also for advancing a broader development agenda envisioned in the Sixteenth Finance Commission study. By aligning policy initiatives with evidence-based recommendations, Tripura can strengthen its knowledge economy, improve employability among youth, and create a more diversified and resilient economic structure.

The developments underscore the importance of stronger Centre-State cooperation in translating research findings into actionable policies that can shape Tripura’s growth trajectory in the coming years.
