Surrendered NLFT and ATTF Members Announce Road and Rail Blockade from June 12, Demand Implementation of Rehabilitation Accord

Leaders and representatives of surrendered members of the National Liberation Front of Tripura (NLFT) and the All Tripura Tiger Force (ATTF) on Monday announced a road and rail blockade programme beginning June 12, alleging that the government has failed to implement the rehabilitation commitments made under a peace agreement signed nearly two years ago.

Addressing a press conference at the Agartala Press Club, ATTF President Kalendra Debbarma, NLFT President Prasenjit Debbarma, along with ATTF leaders Parimal Debbarma, Mangal Debbarma and other representatives, expressed strong dissatisfaction over the delay in implementing the provisions of the rehabilitation agreement signed with the Central and State Governments on September 4, 2024.

The leaders stated that the agreement included a commitment to provide Rs.250 crore for various rehabilitation, development and livelihood-generation projects aimed at reintegrating surrendered militants into mainstream society. However, they alleged that despite the passage of nearly two years, the promised measures have not been implemented.

According to the representatives, the prolonged delay has left hundreds of surrendered former insurgents facing severe hardships. They claimed that inadequate access to healthcare, employment opportunities and other basic support systems has resulted in immense suffering among the beneficiaries. The leaders further alleged that eight surrendered members have died due to lack of proper medical assistance and economic support since the signing of the accord.

The representatives also pointed out that in previous cases involving surrendered militant groups, rehabilitation-related demands were addressed within six months. In contrast, they alleged that the government has shown indifference towards the concerns of the NLFT and ATTF members despite repeated appeals and meetings with concerned authorities.

They claimed that they had approached various government departments on multiple occasions seeking implementation of the agreement but no effective action has been taken so far.

As a mark of protest, the surrendered NLFT and ATTF members have called for a blockade of National Highway and railway routes in Khowai and Teliamura on June 12. The leaders said the agitation is intended to draw the attention of both the State and Central Governments to their long-pending demands.

Warning of a larger movement in the future, the representatives said that if the government fails to initiate meaningful dialogue or take positive steps toward implementing the rehabilitation package before the scheduled protest, they would be compelled to intensify their agitation in the coming days.

The announcement has raised concerns about possible disruptions to road and rail connectivity in central Tripura, as Khowai and Teliamura are key transit points linking various parts of the state.

Government authorities have not yet issued an official response to the allegations or the proposed blockade programme.
