World Bank rates TRESP ‘moderately satisfactory’, notes progress across sectors

The World Bank has assessed the performance of the Tripura Rural Economic Growth and Service Delivery Project (TRESP) as “moderately satisfactory” and acknowledged progress across multiple sectors during its sixth Implementation Support Mission (ISM) and Mid-Term Review (MTR), officials said on Monday.
The review process commenced in Agartala with a kick-off meeting chaired by Tribal Welfare Secretary K. Sashikumar and attended by World Bank Task Team Leader Priti Kumar, senior state government officials, programme managers and representatives of implementing agencies.
According to officials, the World Bank team reviewed the progress of interventions in livelihoods, education, agriculture, fisheries, animal resources development, roads and infrastructure under the World Bank-funded project.
A high-level review meeting was later chaired by Chief Secretary J.K. Sinha at the state secretariat to assess project performance, identify implementation challenges and discuss strategies for achieving project targets within the stipulated timeframe.
During the review, Kumar noted that TRESP had recorded progress across several sectors over the past six months and appreciated the efforts of the state government and implementing agencies in advancing project objectives.
Officials said the World Bank highlighted key achievements, including strengthening of community institutions, provision of working capital support to nearly 60 per cent of eligible groups, promotion of aggregation and collective marketing, and activation of producer groups for business development and livelihood generation.
The World Bank team stressed the need for stronger monitoring systems, timely implementation of activities and effective deployment of field-level human resources to sustain progress, officials said.
The mission also appreciated coordination among various departments and implementation units involved in the project.
Addressing the meeting, Sinha reiterated the state government's commitment to the successful implementation of TRESP and assured support in meeting requirements related to funds, logistics, infrastructure and human resources.
He said implementation in certain areas had been affected by factors such as the Model Code of Conduct and adverse weather conditions but expressed confidence that the pace of execution would improve.
TRESP, a six-year project that began in 2024, aims to improve rural livelihoods, service delivery and economic opportunities, particularly for tribal communities in the state.
Officials said the World Bank mission will continue with review meetings and field visits across districts, blocks and villages to assess progress on the ground and suggest measures for further strengthening implementation.
No adverse observations were reported during the review meetings, officials added.
