Tripura Forest Department’s Recruitment Outsourcing Move Sparks Debate, Aspirants Demand Transparent Online Examination System

The Tripura Forest Department's decision to engage a private agency for conducting the recruitment process for Forester, Forest Guard and other field-level posts has generated widespread discussion among job aspirants and unemployed youth across the state. The development comes shortly after the department announced recruitment for 271 vacant posts of Forester and Forest Guard, creating significant interest among thousands of candidates seeking government employment.

In a recent Notice Inviting e-Tender, the Forest Department invited bids from experienced firms and agencies to provide comprehensive online and offline services for conducting the recruitment process. The selected agency will be entrusted with managing various aspects of the recruitment exercise, including examination-related activities and other associated procedures.

According to the tender notification, floated under Tender No. F.2(387)/Estt./For-2024-25/Part(1)/5848 dated May 29, 2026, the bidding process will follow a two-bid single-envelope system comprising techno-commercial and financial bids. The department has fixed a non-refundable tender fee of Rs 5,000 and an Earnest Money Deposit (EMD) of Rs 2 lakh. The bid submission process will begin on June 1 and continue until June 8, 2026, while technical bids are scheduled to be opened on June 8 at 4 PM.

The tender is being viewed as a major step towards initiating recruitment for much-needed field-level manpower in the Forest Department. Officials expect that the engagement of a professional agency will facilitate smooth and efficient conduct of examinations and other recruitment-related activities.

However, the move has also raised questions among a section of job seekers, who believe that government recruitment examinations must remain completely transparent like SSC GD Exams, credible and free from any possibility of manipulation. Their concerns have been intensified by recent controversies surrounding several national-level offline recruitment and entrance examinations where allegations of question paper leaks, irregularities and malpractice were reported.

Many aspirants have pointed out that the tender document does not clearly specify the exact mode of examination that will be adopted for the recruitment process. According to them, there is no explicit mention as to whether the examination will be conducted through an online computer-based test, an offline written examination or a hybrid model. The absence of such details has created uncertainty among candidates preparing for the recruitment drive.

Candidates have urged the Forest Department to provide detailed clarification regarding the examination pattern, evaluation procedure and the specific responsibilities that will be assigned to the selected agency. They have also sought greater transparency in the selection of the private agency itself, arguing that the credentials, experience and track record of the successful bidder should be placed in the public domain.

At the same time, a significant section of unemployed youth has demanded that the recruitment examination be conducted through a fully monitored online computer-based system instead of a conventional offline written examination. According to them, a properly secured online examination can minimize the possibility of manipulation, prevent unauthorized interference in the evaluation process, ensure faster publication of results and create a transparent audit trail for every candidate.

The aspirants argue that with advanced technology and proper security measures, online examinations can offer greater fairness and accountability than traditional pen-and-paper tests. They believe that adopting a standardized computer-based examination system under strict government supervision would help eliminate doubts regarding manual handling of answer scripts and reduce the scope for malpractice.
