Dalubari Bazaar Tipper Truck Rescue: Administration Rejects Delay Allegations, Says Public Interference Hampered Operations

The Sub-Divisional Administration of Ambassa has issued a detailed clarification regarding the recent tipper truck accident and rescue operation at Dalubari Bazaar in Dhalai district, firmly rejecting allegations of any negligence or delay by emergency response agencies. At the same time, authorities have stated that certain actions by onlookers at the accident site unintentionally hindered rescue efforts.

The clarification follows reports and public discussions surrounding the accident in which a tipper truck overturned near Dalubari Bazaar, trapping the driver inside the vehicle under critical circumstances.

According to an official statement, information about the accident was received by the Sub-Divisional Disaster management Administration, Ambassa, from the SP Control Room, Dhalai, at approximately 11:48 AM. The report indicated that a tipper truck had overturned near Dalubari Bazaar and the driver was trapped inside the vehicle.

Immediately after receiving the information, Civil Defence and Apada Mitra volunteers were dispatched to the accident site. Simultaneously, arrangements were initiated for the deployment of rescue equipment and heavy machinery.

Officials stated that personnel from Fire and Emergency Services had already reached the spot by around 11:55 AM, while Civil Defence and Apada Mitra volunteers arrived at approximately 11:59 AM. Local residents had gathered at the location even before the arrival of the emergency response teams.

The rescue operation proved particularly difficult due to the position of the overturned vehicle and the condition of the trapped driver. Rescue personnel discovered that the victim was trapped near the truck's fuel tank, making the use of rotary rescue saws and iron-cutting equipment highly risky because of the potential danger of fire or additional injury.

Fire Service personnel, Civil Defence volunteers, and local residents initially worked together to clear surrounding brick walls, wooden structures, and debris. The truck had become lodged against a bike garage and was partially embedded in gravel and stone chips, significantly complicating rescue efforts.

An initial attempt to move the vehicle using a single JCB machine proved unsuccessful due to the truck being firmly stuck. Subsequently, four additional JCB machines were mobilized from various agencies, including Ambassa Municipal Council (AMC), PWD (R&B), NHIDCL, and other sources. Altogether, five JCB machines were engaged in the operation.

Police personnel also remained present throughout the rescue operation, maintaining law and order around the accident site near the Dalubari Bazaar bridge.

After sustained efforts by all agencies involved, rescuers succeeded in shifting the overturned truck. The trapped driver was eventually located near the steering section. Fire Service personnel and Civil Defence volunteers carefully cut a portion of the vehicle and successfully extracted the victim.

A Medical Officer had been called to the site in advance to provide immediate medical attention. Following the rescue, the injured driver was transported to District Hospital, Kulai, at approximately 1:30 PM for further treatment.

Administration Rejects Allegations of Delay

The Sub-Divisional Administration has categorically stated that there was no negligence, delay, or administrative lapse during the rescue operation.

Officials clarified that the Disaster Management Section is not situated within the SDM Office, as alleged in certain reports. Instead, the unit functions from the Old Block Complex, located more than half a kilometre away. Despite this distance, rescue equipment and support were mobilized without delay.

The administration further stated that two DCM vehicles, along with Civil Defence Volunteers, were deployed and actively participated in the rescue mission.

According to the statement, Dhalai District Magistrate Shri Vivek HB, IAS, and SDM Ambassa Smt. Rinku Reang, TCS, remained in continuous contact with the rescue teams throughout the operation, monitoring developments and issuing necessary instructions.

Authorities also emphasized that in road accident emergencies, Fire and Emergency Services are designated as the primary first responders. Nevertheless, the Sub-Divisional Disaster Management Unit immediately rushed to the scene and provided all possible assistance as per operational requirements.

The administration has also clarified that no inquiry has been ordered against any officer, official, or department of either the District Administration or Sub-Divisional Administration, as no evidence of negligence or lapse has been found against any authority involved in the rescue effort.

While appreciating the support extended by local residents during the rescue operation, members of the Disaster Management team noted that some individuals at the scene unintentionally hampered emergency efforts.

According to rescue personnel, several bystanders repeatedly offered unsolicited suggestions to rescuers, while others were occupied with recording videos and creating social media reels near the accident site. Officials said such activities caused distractions and affected the efficiency of the rescue operation to some extent.

Authorities have appealed to the public to cooperate fully with emergency responders during accident situations and to avoid crowding around rescue zones. They stressed that maintaining a clear working area allows trained rescue personnel to perform their duties safely, efficiently, and without unnecessary obstacles.

The administration reiterated that the successful rescue operation was the result of coordinated efforts by Fire and Emergency Services, Civil Defence Volunteers, Disaster Management teams, police personnel, medical staff, and local residents who extended constructive support during the challenging operation.
