Tipra Motha MLA Ranjit Debbarma Urges Union Home Minister to Take Strong Action Against Illegal Migrants, Seeks NRC and Inner Line Permit

Raising serious concerns over the issue of illegal migration in Tripura, Tipra Motha MLA Ranjit Debbarma has submitted a detailed memorandum to Union Home Minister Amit Shah, requesting immediate and effective measures to detect, detain and deport illegal migrants allegedly residing in the state. The six-page representation highlights concerns related to internal security, demographic changes, border management, and the implementation of citizenship-related laws.

In his memorandum, Debbarma stated that Tripura, which shares an 856-kilometre international border with Bangladesh, has been facing the challenge of illegal infiltration for several decades. He claimed that illegal migrants have allegedly obtained important Indian documents such as Aadhaar cards, voter identity cards, ration cards, PAN cards, driving licences and passports through fraudulent means, making identification difficult.

The MLA argued that illegal migration has contributed to demographic changes in Tripura and has created challenges relating to land ownership, employment, education, healthcare and trans-border crimes. He also expressed concern that some infiltrators may be using Tripura as a transit corridor to move to other parts of India.

Debbarma informed the Union Home Minister that he has been actively raising the issue through public awareness campaigns, meetings, processions and representations to various constitutional and administrative authorities. According to the memorandum, he has previously written to the Governor of Tripura, the Chief Minister, Home Secretary, Director General of Police, BSF, Assam Rifles, district magistrates and superintendents of police across the state seeking intervention on the matter.

The legislator expressed disappointment over what he described as inadequate action by state authorities despite repeated representations. He asserted that the issue requires urgent and coordinated attention from both the state and central governments.

A major demand raised in the memorandum is the implementation of the Inner Line Permit (ILP) system in Tripura. Debbarma argued that the introduction of ILP would help regulate the entry of outsiders and strengthen monitoring mechanisms to prevent illegal infiltration. He also sought the implementation of the National Register of Citizens (NRC), Special Intensive Revision (SIR) of electoral rolls and effective enforcement of the Citizenship Amendment Act (CAA), 2019.

The MLA further referred to correspondence received from the Ministry of Home Affairs, including acknowledgements from the office of the Union Home Minister and communications from officials in the Foreigners Division, indicating that the issue had been forwarded to relevant authorities for examination and action.

Debbarma also cited media reports and previous concerns regarding alleged illegal voters in Tripura and informed that he had approached the Election Commission of India and the Chief Electoral Officer of Tripura seeking intervention.

Welcoming reports about the formation of a high-powered committee to examine issues related to illegal migration, the MLA expressed hope that the Centre would take decisive steps to strengthen border security and protect the state's demographic and cultural interests.

In his appeal, Debbarma requested an opportunity to personally meet Union Home Minister Amit Shah during his proposed visit to Tripura on June 5, 2026, to present supporting documents and discuss measures for implementing NRC, ILP, SIR and CAA provisions in the state. He maintained that such initiatives would help strengthen national security, preserve the sovereignty of India and address long-standing concerns relating to illegal migration in Tripura.
