ADC-Enlisted Contractors to Be Allowed to Participate Again in Non-ADC Tender Works Across Tripura: CM

In a significant development for the contractor fraternity under the Tripura Tribal Areas Autonomous District Council (TTAADC), Chief Minister Manik Saha has assured that contractors enlisted under the TTAADC Administration will once again be allowed to participate in tender processes for non-ADC government works, including projects under the PWD (R&B) and other state departments.

The assurance came after a delegation led by Tipra Motha MLA Ranjit Debbarma met the Chief Minister and discussed the long-standing grievances faced by TTAADC-enlisted contractors. Two MDCs also accompanied the delegation during the meeting.

According to sources, the delegation submitted a detailed representation before the Chief Minister highlighting how TTAADC contractors had earlier been eligible to participate in DNITs floated by PWD (R&B) and various government departments. However, recent administrative restrictions had allegedly prevented these enlisted contractors from taking part in state-level tendering processes outside ADC jurisdiction, creating widespread dissatisfaction among contractors.

The memorandum stated that TTAADC license holders had successfully executed several important government works in the past after fulfilling all necessary legal and technical formalities. It further mentioned that many contractors had upgraded their licenses over time according to eligibility norms and had already participated in multiple tendering processes before the sudden restriction was imposed.

The delegation argued that the restriction had created severe hardship, uncertainty and discrimination among the contractors of ADC areas. Several submitted tenders and work orders reportedly remained pending for a long time due to the administrative complications arising from the restriction.

During the meeting, Chief Minister Dr Manik Saha reportedly listened to the concerns raised by the delegation and assured them that the issue would be resolved positively. He assured that ADC-enlisted contractors would be able to submit bids and participate in non-ADC tender works again, restoring equal opportunity and competitive participation in public procurement processes.

The move is expected to bring major relief to hundreds of contractors under TTAADC and may help remove the uncertainty surrounding ongoing and future developmental projects.

The memorandum submitted to the Chief Minister also cited examples of major PWD road development projects where TTAADC contractors had earlier been allowed to participate legally. Among the works mentioned were road development and strengthening projects under Khowai and Belcharra areas involving crores of rupees.

Political observers believe the assurance from the Chief Minister may further strengthen coordination between the state government and Tipra Motha leadership on administrative and developmental matters concerning ADC areas.

The development has already generated positive reactions among contractors and stakeholders associated with TTAADC, who see the assurance as an important step towards maintaining fairness and inclusive participation in government development works across Tripura.
