Tripura Government Appoints Link Officers to Prevent Administrative Paralysis During Absence of Senior Officials

The Tripura Government has introduced a new 'Link Officer' system to ensure that official work does not come to a standstill when senior bureaucrats proceed on leave or official tours. The move comes amid repeated complaints that administrative functioning often suffers whenever the Chief Secretary, Secretaries, Principal Secretaries, or Special Secretaries remain away from headquarters.

Although the government had issued several instructions earlier to prevent disruption of departmental work during the absence of senior officers, those measures reportedly failed to produce the desired results. In many government offices, citizens allegedly faced harassment as files remained pending on the excuse that the concerned officer was unavailable. Payments and official clearances were also delayed in several cases.

To address the issue, the state government has now appointed designated 'Link Officers' who will temporarily handle departmental responsibilities whenever senior officials remain absent. However, at present, the arrangement has been introduced only for Secretary-level officers.

Administrative observers, however, believe that the system is needed even more urgently at the lower administrative levels. In many cases, a single Director-level officer is entrusted with multiple departments. As a result, when such an officer goes on leave, work in several departments gets affected simultaneously, causing serious inconvenience to the public and slowing down government functioning.

Officials in administrative circles feel that while the new Link Officer mechanism is a positive step towards improving efficiency and ensuring continuity in governance, the government should also consider extending the system to lower-level officers and employees to prevent disruption in day-to-day public services.
