Tripura Government Amends Leave Rules: Earned Leave up to 300 Days to Get Conditional Advance Credit Benefit

In a significant decision benefiting government employees, the Finance Department of the Government of Tripura has issued a new notification amending the Tripura State Civil Services (Leave) Rules, 1986. The amendment introduces a new mechanism regarding advance credit of earned leave for employees whose leave balance is nearing the maximum permissible limit of 300 days.

The notification, issued under the powers conferred by Article 309 of the Constitution of India, has been titled the “Tripura State Civil Services (Leave) (Seventeenth Amendment) Rules, 2026.” The rules came into effect immediately from the date of issue of the notification.

According to the amendment, a new clause has been inserted after clause (c) of sub-rule (1) of Rule 25 of the principal leave rules.

Under the revised provision, if a government employee has an earned leave balance of more than 285 days but not exceeding 300 days as on the last day of December or June of a calendar year, the usual advance credit of 15 days earned leave on January 1 or July 1 will not be directly added to the employee’s leave account immediately.

Instead, the 15 days earned leave will be kept separately. During the following half-year period, if the employee avails earned leave, the leave taken will first be adjusted against this separately maintained advance credit.

At the end of the half-year period, any remaining balance from the 15 days advance earned leave will be credited to the employee’s leave account. However, the total earned leave balance, including the newly credited portion, cannot exceed the maximum limit of 300 days under any circumstances.

The amendment is expected to address long-standing practical issues faced by employees who are close to the maximum earned leave ceiling. Earlier, employees with leave balances approaching 300 days often could not fully enjoy advance leave credit benefits because the ceiling restricted further accumulation.

With the new provision, employees will now get an opportunity to utilize the advance credited leave during the relevant six-month period without losing the entitlement altogether.

The move is likely to benefit a large number of Tripura government employees, especially senior officials and long-serving staff members who generally maintain high earned leave balances. Administrative experts believe the amendment introduces greater flexibility and ensures more equitable treatment in leave accounting procedures.

The notification has been digitally signed by Reena Debbarma, Under Secretary to the Government of Tripura, Finance Department.

The amendment is expected to be welcomed by employees’ associations and government staff across the state as a practical and employee-friendly reform in service rules.
