Major IAS Reshuffle in Tripura: Dr Parshant Kumar Goyal Returns from Central Deputation, Takes Charge of Finance and PWD

In a significant administrative reshuffle aimed at strengthening governance and public administration, the Government of Tripura on Sunday issued a notification transferring and assigning key responsibilities among senior IAS officers.

According to the notification issued by the General Administration (Personnel & Training) Department, Dr. Parshant Kumar Goyal, IAS (TR:2007), has been posted as Secretary to the Government of Tripura after returning from Central Deputation. He has been placed in the IAS Super Time Scale of Pay at Level 14 of the Pay Matrix along with admissible allowances.

The order stated that upon assuming charge, Dr. Goyal will look after the important departments of Public Works Department (excluding DWS) and Finance Department (excluding Small Savings, GI & IF). His appointment is being viewed as a crucial administrative move considering the strategic importance of both departments in infrastructure development and state financial management.

As part of the reshuffle, Shri Gitte Kirankumar Dinkarrao, IAS, Secretary to the Government of Tripura, who was handling Health & Family Welfare, Public Works (excluding DWS), Industries & Commerce (including IT and excluding HH & S), and General Administration (Good Governance) Departments along with the additional responsibility of CEO of Tripura Institution for Transformation, has been relieved from the charge of the Public Works Department (excluding DWS).

Similarly, Shri Apurba Roy, IAS, Secretary to the Government of Tripura, who was in charge of Agriculture & Farmers’ Welfare, GA (P&T), and Finance Department (excluding Small Savings, GI & IF) along with additional responsibilities as Director of SIPARD and Member of the Tripura VAT Tribunal, has been relieved from the Finance Department portfolio.

The reshuffle is expected to bring administrative efficiency and better coordination in key governance sectors, particularly infrastructure and financial administration. Dr. Parshant Kumar Goyal’s return from Central Deputation is being considered significant due to his administrative experience at both the state and central levels.
