THRC flags sanitation, fund gaps in two Agartala schools

The Tripura Human Rights Commission (THRC) has raised concerns over conditions in two city schools, citing possible violations of students’ rights after reviewing field reports by interns of Tripura Government Law College.

The findings relate to Prachya Bharati Higher Secondary School and Bijoy Kumar Girls’ Higher Secondary School, where visits were conducted between April 18 and April 21 under an internship programme.

The Commission said the situation required urgent attention and held discussions with officials of the Elementary and Secondary Education departments, along with school authorities. Reports submitted thereafter were examined.

Both institutions cited financial constraints affecting sanitation and upkeep. At Prachya Bharati Higher Secondary School, basic cleaning is being managed through contributions from teachers due to limited funds under the grant-in-aid system. Bijoy Kumar Girls’ Higher Secondary School also reported that staff had created a welfare fund to maintain hygiene in the absence of dedicated allocations.

The Commission referred to a Supreme Court ruling on menstrual hygiene in schools, which mandates provision of sanitary products, proper disposal systems and regular maintenance of facilities.

It asked authorities to improve sanitation and infrastructure and submit an Action Taken Report within three months. The matter is scheduled for further hearing on August 5, 2026.
