Kadamtala Block Defies Storm to Host Landmark ‘Uttar Pragati Shibir’, Reaches 750 Specially-Abled Citizens

In a remarkable display of administrative commitment and human compassion, the Kadamtala Block in North Tripura successfully organized the district’s first ‘Uttar Pragati Shibir’ at Pearacherra on Tuesday, braving a severe Kalbaisakhi storm that threatened to disrupt the initiative.

Despite adverse weather conditions, nearly 750 specially-abled citizens attended the camp, underscoring strong public trust and participation. The programme, spearheaded by Block Development Officer Utpal Das, brought essential government services directly to the doorsteps of vulnerable citizens, ensuring accessibility, dignity, and efficiency under one platform.

District Magistrate Chandni Chandran, IAS who attended the event, praised the Kadamtala Block administration for its resilience and dedication. She described the initiative as a significant step toward inclusive governance, noting that North Tripura had set an example in responsive public service delivery even under challenging circumstances.

The camp offered a wide array of services that typically require multiple office visits. Beneficiaries received medical check-ups, disability certificates, and assistive devices such as wheelchairs. Key documents, including Permanent Resident of Tripura Certificates (PRTC), income certificates, Record of Rights (ROR), and caste certificates

were also processed. Officials assured that pending cases would receive follow-up support to ensure full service delivery.

A major highlight of the programme was the formation of twelve self-help groups comprising specially-abled women, aimed at fostering financial independence and social empowerment within the community.

The success of the camp was the result of a month-long, intensive groundwork undertaken by the block administration. Officials conducted a comprehensive survey to identify persons with disabilities and assess gaps in service delivery. Applications for essential documents, including Aadhaar cards, ration cards, disability pensions, and assistive aids—were systematically collected and processed in advance.

Under the leadership of District Magistrate Chandni Chandran, a coordination meeting with all line departments ensured seamless implementation and service saturation. Even as storms and strong winds lashed the region over the past three days, the administration remained steadfast in its resolve.

Through coordinated efforts involving Panchayat staff, around 700 persons with disabilities and more than 300 accompanying individuals were mobilized, turning the event into a historic gathering of over 1,000 people.

Beyond administrative services, the event also carried a vibrant cultural dimension. Performances such as Jhumur Binodini and Kathi dance by tea garden workers enthralled the audience. A thought-provoking drama performed by persons with disabilities on gender discrimination added emotional depth to the programme, highlighting issues of inclusion and equality.

Specialist doctors from various disciplines conducted medical examinations and consultations, further strengthening the outreach component of the camp.

The programme was attended by senior officials including Additional District Magistrate Bijoy Sinha, ADM (PP) L Darlong, Addl. SDM Dharmanagar Himendu Bikash Paul, and Chief Medical Officer Dr. Dipak Haldar, along with officials from multiple departments.

Addressing the media, Chandni Chandran emphasized that the initiative would bridge gaps between the administration and vulnerable communities. She termed it the first camp of its kind in the district and assured that all identified beneficiaries would be brought under relevant government schemes, with monthly reviews to monitor progress.

The Uttar Pragati Shibir stands as a powerful example of people-centric governanc, demonstrating that with determination, coordination, and empathy, administrative systems can effectively reach those who need them most.
