Tripura Officers Body Opposes Ad-hoc Promotion Policy, Urges Government to Ensure Regular Promotions

The General Officers & Employees Welfare Society, Agartala, has formally raised strong objections to the State Government’s ad-hoc promotion policy, particularly concerning the creation and operation of supernumerary posts for SC/ST candidates. In a detailed representation submitted to the Chief Secretary of Tripura today, the organization has called for a review of the policy and urged the government to adopt a fair and regular promotion system.

In its memorandum, the Society stated that the State Government had introduced an ad-hoc promotion policy in 2021, which included the creation of supernumerary posts for SC/ST employees. While acknowledging the intent behind the initiative, the organization expressed serious concern over its implementation, alleging that it has led to administrative imbalance and legal inconsistencies.

The Society highlighted that it had previously submitted representations opposing the policy and reiterated that the continued operation of promotions through supernumerary posts violates the spirit of Apex Court judgments. It further pointed out that such measures disrupt the equilibrium in administration and adversely affect general category employees.

Citing recent developments, the organization noted that the State Government has decided to regularize all ad-hoc promotions made since 2021, subject to the outcome of ongoing legal proceedings in the Supreme Court. However, it expressed apprehension that such decisions, without addressing underlying legal concerns, could complicate matters further.

The memorandum also referred to objections raised by the Accountant General’s office regarding the regularization of ad-hoc promotions, indicating potential legal contradictions in the government’s actions.

The Society strongly urged the government to discontinue the use of supernumerary posts for promotions, particularly on a one-sided basis, and instead ensure that promotions are granted through a transparent and legally sound framework applicable to all employees.

Emphasizing the need for fairness and administrative balance, the organization recommended that the government align its promotion policies with Apex Court directives and create a conducive working environment within government services.

The letter was submitted with supporting documents and copies were forwarded to key officials, including the Chief Minister’s Office and various departmental secretaries.

The issue is expected to draw wider attention as it touches upon sensitive aspects of service rules, reservation policies, and administrative justice in Tripura.
