AMC accounting systems headed for major problems because of recruitment of contractual staff at political intervention

Amidst all round administrative chaos the sensitive accounting system of Agartala Municipal Corporation (AMC) is headed for major problems because of recruitment of untrained contractual staff for training in double entry accounting . It was on April 17 that the AMC commissioner Saju Vaheed had passed an order for one day training programme on ‘double entry accounting’ for newly inducted Somraj Sarkar and Hriday Debnath on April 18. Both the persons with no known qualification for computer based accounting work had been brought in by the under-qualified E-governance chief or system analyst Aniruddha Das who grabbed the job on contract , allegedly on the basis of fake certificates by currying favour with the AMC’s political authority.

Sources said that over the past many years the AMC has never recruited any engineer-computer, IT or otherwise-even though the job of E-governance chief is supposed to be either an IT or computer engineer. But Aniruddha Das had managed to secure the job on contract even though his actual qualification is now known. Now Aniruddha has managed to persuade the political authority in AMC to recruit on contract the duo of Somraj Sarkar and Hriday Debnath for accounting works on contact even though their actual qualification remains unknown.

Sources said that at least 10/12 among 39 contingents staff working in AMC for the past thirteen years have got long experience and skill in working on accounting , budget preparation , finance etc and they have been doing these jobs for a long time. The two men for double entry account training could be selected from among them but two rank outsiders have been brought in , most probably with ulterior motive for future gains . In case any problem arises in future over complicated double entry accounting work in computer arises in future, as is most likely, the AMC will be in a deep soup. But the AMC Mayor acted upon the recommendations of Aniruddha Das and the Commissioner Saju Vaheed had to oblige by signing on the dotted line. “If the 39 irregular employees had been regularized in service and given appropriate tasks they could have delivered all services on the strength of their experience but the AMC Mayor is too busy with his extraneous works and political engagements to pay attention to the sinking state of AMC’s office culture and fast-nearing breakdown of its finances” said sources.
