Tripura Assembly Passes Five Key Bills, Major Push for Health Education, Technical Growth and Citizen Services

The Tripura Legislative Assembly on Thursday witnessed a highly productive session, passing five significant bills aimed at strengthening higher education, improving governance, and enhancing regulatory mechanisms across the state.
Among the most notable legislations was the Tripura University of Health Sciences Bill, 2026, introduced by Chief Minister Dr. Manik Saha. Highlighting the growing demand for a structured and specialized framework in medical education, the Chief Minister stated that Tripura currently has around 27 health-related institutions, including medical, dental, nursing, and paramedical colleges, with more expected in the near future.
He emphasized that the proposed university will act as a central regulatory and academic authority, ensuring uniform standards in curriculum, examinations, research, and training. This initiative is expected to significantly improve the quality of healthcare education and contribute to the overall healthcare delivery system in the state.
Dr. Saha further informed the House that approximately 10 acres of land have been identified at Srinagar Mouza under Dukli block, near Agartala, for setting up the university campus. Until permanent infrastructure is developed, the university is likely to function from existing government facilities such as GBP Medical College or the Health Department premises. The Assembly also passed the Tripura Lifts and Escalators Bill, 2025, introduced by Power Minister Ratan Lal Nath. The minister pointed out that with rapid urbanization and a surge in multi-storey buildings in urban centers like Agartala, there has been a pressing need for a dedicated legal framework to regulate the installation, maintenance, and safety of lifts and escalators. This legislation fills a long-standing regulatory gap and aims to ensure public safety through proper certification, periodic inspection, and compliance with technical standards.
Further strengthening the education sector, the House approved the Tripura Government Technical University Bill, 2026 and the Tripura Government Women’s University Bill, 2025. These initiatives are expected to expand access to higher education, promote technical skill development, and encourage greater participation of women in higher studies, aligning with inclusive growth objectives. In addition, the Assembly passed the Tripura Guaranteed Services to Citizens (First Amendment) Bill, 2026. Describing it as a major citizen-centric reform, the Chief Minister said the amendment would ensure time-bound delivery of public services, enhance administrative accountability, and improve transparency in governance. He noted that such reforms are crucial for building trust between citizens and the government, while also making service delivery more efficient and responsive. The passage of these five bills reflects the state government’s continued emphasis on development-driven governance, with a clear focus on institutional expansion, regulatory strengthening, and citizen welfare. Overall, the session marked a significant step forward in Tripura’s journey toward modernized education systems, improved infrastructure oversight, and responsive public administration.
