Former PCC president and sitting Congress MLA Gopal Chandra Roy today put the government in the dock by raising the issue of regularization of service of the SSA teachers and high court bar on fixed-pay appointment of employees and TET teachers for five years. Initially he raised the matter during question hour and then followed this up with his speech on the state budget in the second half.

On the issue of SSA teachers Gopal said that despite pre-election promises the state government has been dragging its feet on the issue of regularization of SSA teachers. “I know and possibly you do as well that the states of Manipur, Assam and Arunachal Pradesh have already regularized the services of SSA teachers but nothing has been done here despite promises made here before the 2018 assembly elections ; the situation now is critical as very often the SSA teachers face problems in getting their monthly salaries ; what is the state government doing” Gopal asked .

Besides, he also raised the issue of high court order barring on fixed-pay appointment of TET teachers and other employees for five years and deplored the state government’s SLP filed in the supreme court on this issue . “It shows the anti-employee and anti-teacher attitude of the government; the high court invoked irrefutable constitutional grounds to put bar on fixed-pay appointment as the constitution categorically mandates equal pay for equal work ; it is almost a foregone conclusion that that the high court order will be upheld by the supreme court but , in spite of that, an SLP has been filed in the supreme court at great cost to the exchequer; it is clear that the BJP led state government is anti-employee and anti-teacher” said Gopal.

He also showed up a picture of chief minister Dr Manik Saha and his statement of assurance that the government will consider regularizing the services of SSA teachers to point out the contradiction in stand. At that point the chief minister stood up and said that the matter is already sub judice but he is touch with the legal experts over the issue and it is being judge properly for a positive decision.
