Veteran Congress leader and sitting party MLA Sudip Roybarman took sparked a furore in the state assembly during zero hour when new, uncharted issues are raised by members, by demanding that the cabinet memo on decision to announce DA and DR instalment by the chief minister Dr Manik Saha yesterday be tabled in the assembly. He alleged that in the pre-budget cabinet meeting no discussion had taken place over sanction of 5% DA and DR for serving and retired employees and teachers as part of official agenda . “Taking individual decision on an important issues like sanction of DA by the chief minister keeping the cabinet in the dark is an insult to the council of ministers” Sudip added. He had possibly been briefed by a dissident member of the council about the decision.

But the chief minister Dr Manik Saha stood up in response and asserted that the decision had been duly taken in compliance with all norms and he is prepared to lay the cabinet memo in the assembly. “ We are fully conversant with the constitutional and administrative norms and all decisions are taken duly , so there is no problem in laying the papers in the assembly” said Dr Saha.

At this point the BJP chief whip in the assembly, MLA Kalyani Roy intervened and said ‘we are all members of this august house and the chief minister is the leader of the house , so there should be decorum and dignity in our utterances in the house”. At this the, Congress MLA Sudip Roybarman stood up and conceded that he might have spoken aloud in the house as do some other members but he meant no offence to the chief minister and was conscious of the importance of maintaining decorum and dignity of the house of the people, that is , the state assembly.
