Budget session of the state assembly begins with governor’s speech, adjourned after obituary reference

The twelve day budget session of the state assembly, having only nine working days except holidays, commenced today with the statutory speech of the governor Indrasen Reddy Nallu , as established by convention that the year’s first assembly session has to begin with governor’s address. It was within moments of the commencement of the session that the governor entered the house and started reading out his written speech, as approved in advance by the council of ministers by constitutional norm. There was no untoward interruption of the speech by any member or group in the house.

In his long 55-page long speech the governor highlighted the mission of ‘Vikshit Bharat’ to be achieved by the year 2047 , as set by the Centre and how the state governments including that of Tripura have been working on it. The governor Indrasena Reddy Nallu stated how the Tripura government is trying to make ease of doing business a reality by relaxing the pernicious reign of ‘license , permit and quota raj’ in the state how the union ministry of Doner is helping states of the northeastern region in inviting and facilitating investment in Tripura from outside.

He highlighted that on June 23 2025 Tripura had been declared by the state government as a fully literate state which is a major achievement. Apart from this, the state’s achievements in economic level including in education , health and other allied sectors have been flagged by the governor Indrasena Reddy Nallu. In three Paragraphs in his speech (145,146 and 147) the governor highlighted the welfare schemes for media persons being implemented by the state government. Besides, the state government’s achievements in almost all sectors of public life , administration and governance have also found prominent mention in the governor’s speech.

Shortly after the governor’s speech the assembly session today the house passed an obituary reference to pay respect to the departed former speaker Bishwabandhu Sen who breathed his last while under treatment in a Bengaluru hospital on the morning of December 26 2025. Late Bishwabandhu Sen had been an MLA of Congress from Dharma Nagar twice in 2008 and 2013 and two more times as BJP candidate in 2018 and 2023. He was also a culturally sensitive person and an activist alongside his role as political leader. The members of the house maintained a two minutes silence as a mark of respect after the obituary reference had been read out by the acting speaker Ram Prasad Paul and then the house was adjourned for the day and the members trooped out. The budget session will resume on next Monday , that is March 16.
