Tripura’s Best Practices in Governance Highlighted at National Conference in Jammu by Former Gomati DM Tarit Kumar Chakma

The innovative governance initiatives and development achievements of Tripura’s Gomati district were showcased at a national conference held in Jammu, where former District Magistrate of Gomati, Tarit Kumar Chakma, IAS, presented the district’s best practices before senior officials from across the country.
The conference brought together representatives from districts that had received national recognition last year for outstanding implementation of government schemes. Gomati district had earlier been honoured for its effective execution of multiple flagship programmes and holistic district development, making it one of the selected districts invited to present its model before the national forum.
During the presentation, Tarit Kumar Chakma highlighted how coordinated administrative efforts, community participation, and innovative local solutions helped Gomati district achieve significant success in governance, rural development, and service delivery.
One of the key highlights of the presentation was the development of Model Panchayats across Gomati district. These panchayats were equipped with solar power systems and CCTV surveillance to ensure transparency and security. Safe drinking water facilities were ensured in all panchayat offices, while steps were taken to obtain ISO certification for improved administrative standards.
The district administration also introduced a yearly calendar for blocks and panchayats, ensuring systematic planning and monitoring of developmental activities. Regular Mahila Sabhas and Bal Sabhas were organised to strengthen participatory governance and encourage community monitoring of projects. Panchayat offices were made divyangjan-friendly and several services were digitised to facilitate online service delivery.
The district also developed model Anganwadi centres with improved infrastructure and child-friendly learning spaces. These centres were equipped with solar power, CCTV surveillance, safe drinking water and sanitation facilities. Efforts were also made to provide electricity connections to all Anganwadi centres while ensuring a nurturing and colourful environment for early childhood care and education.
Several innovative initiatives were implemented under different schemes. Under the Jal Jeevan Mission, the district developed alternative drinking water sources to reach remote habitations. The presentation also highlighted the Bru resettlement area at West Kalajhari, demonstrating coordinated efforts in rehabilitation and infrastructure development.
The district administration also introduced measures such as employee recognition programmes and innovative project management practices to improve efficiency and accountability.
Tarit Kumar Chakma emphasised qualitative governance reforms including regular audits, feedback mechanisms, door-to-door surveys, and periodic inspections by district and state officials. Digital platforms such as grievance redressal systems and helplines were used to resolve citizens’ complaints quickly.
The administration also promoted clean and green offices, digital governance, and regular field visits by officials to ensure effective implementation of schemes.
The presentation also highlighted the district’s strong performance in the implementation of several central government schemes. These included Ayushman Bharat, Mission Indradhanush, Poshan 2.0, Har Ghar Jal Yojana, PM Awas Yojana, PM Matru Vandana Yojana and PM SVANidhi.
A large number of households were covered under housing schemes, drinking water supply, and healthcare initiatives, reflecting the district’s success in achieving high levels of scheme saturation.
Despite facing challenges such as floods, difficult geographical terrain, monsoon conditions, and limited connectivity in remote areas, the district administration adopted innovative approaches to ensure effective service delivery. In some low-network areas, officials even used improvised methods such as bamboo supports to obtain mobile signals for geo-tagging and digital monitoring of projects.
The presentation also outlined the district’s long-term development roadmap aligned with India’s Vision 2047, focusing on sustainable growth, participatory governance and improved public services.
Officials at the conference appreciated Gomati district’s innovative governance model and community-driven approach to development. The presentation highlighted how effective leadership and grassroots participation can transform administrative outcomes even in geographically challenging regions.
The national conference served as a platform for sharing successful governance models among districts, with Gomati’s experience emerging as an important example of efficient public administration and inclusive development from Tripura.
