Go to the Field, Monitor Works and Finish Projects on Time, Chief Minister Dr. Manik Saha Directs State Officials

Chief Minister Dr. Manik Saha yesterday issued strong directions to officers of all categories of the state government to step out of their offices, intensify field visits, and personally monitor development works to ensure their timely completion.
The Chief Minister gave these instructions while chairing a high-level review meeting of the Task Monitoring System (TMS) at the Secretariat. The meeting was attended by senior officials, District Magistrates (DMs), Superintendents of Police (SPs), and heads of various departments.
Addressing the gathering, Dr. Saha made it clear that file-based administration alone would not deliver the benefits of government schemes to the common people. He emphasized that officers must regularly go to the field, interact with the public, and supervise ongoing projects on the ground.
“To ensure administrative transparency and efficiency, it is mandatory for field-level officers to increase their presence in work sites and monitor progress directly,” the Chief Minister stated. He added that real governance happens when officials understand public problems firsthand and take immediate steps to resolve them.
Dr. Saha stressed that government welfare schemes would only be truly successful when their benefits reach the intended beneficiaries without delay. He instructed all concerned departments to accelerate project execution and avoid unnecessary procedural bottlenecks.
The Chief Minister also directed officials to make effective use of public grievance portals and ensure quick redressal of complaints received from citizens. He urged district administrations to remain more proactive in addressing local issues and maintaining close coordination with the people.
Expressing concern over urban management issues, Dr. Saha instructed municipal authorities to maintain cleanliness and take firm action against illegal encroachments on footpaths and public spaces. He warned that traders and vendors who have been removed from footpaths must not be allowed to reoccupy those areas.
To ensure regular monitoring, the Chief Minister suggested forming dedicated monitoring teams or special task forces that would work on a daily basis. He further directed that city cleanliness drives be carried out especially during late evening and night hours to maintain hygiene and order.
Dr. Saha also placed strong emphasis on preventing water pollution and protecting the environment. He reviewed the progress of the Jal Jeevan Mission and other related programs, directing officials to ensure effective implementation of these initiatives.
Concluding the meeting, the Chief Minister reiterated that timely completion of projects and delivery of services to the people must be the top priority of the administration. He called upon all officers to work with responsibility, dedication, and a field-oriented approach to translate government policies into visible development on the ground.
“Good governance is possible only when officers are active in the field and projects are completed within deadlines,” Dr. Saha affirmed, making his expectations clear to the entire administrative machinery.
