Regular pay scale: Tripura Government May Move Supreme Court Against High Court Verdict, Citing Severe Financial Constraints

The Tripura government is likely to approach the Supreme Court challenging the recent judgment of the Tripura High Court that directed payment of regular pay scale from the first day of appointment, striking down the long-standing policy of five years’ fixed pay.
Highly placed sources in the state administration indicated that the government is examining the judgment in detail and may file an appeal before the apex court, citing the heavy financial burden involved in implementing the order. According to officials, the immediate execution of the High Court’s directives would require a huge allocation of funds, which the state government is currently not in a position to bear.
The government maintains that the fixed pay policy was introduced keeping in mind Tripura’s limited financial resources and overall fiscal discipline. Officials fear that extending regular pay benefits retrospectively to TET teachers and other permanent government employees could significantly strain the state exchequer and affect ongoing developmental and welfare schemes.
While the judgment has been welcomed by employees associations, the state government is expected to take a final decision after consulting its legal advisors. An official announcement on whether the government will formally move the Supreme Court is likely in the coming days.
