Another Allegations of Irregular Appointment and Financial Impropriety Surface at Tripura University

Serious allegations have emerged against the incumbent Registrar of Tripura University, Dr. Deepak Sharma, concerning the alleged irregular engagement of a close relative in the Ministry of Education and the purported misuse of public funds.
According to information learnt from reliable sources, Dr. Sharma allegedly facilitated the engagement of his close relative, Amit Kumar, in the office of the Under Secretary, Ministry of Education, Shastri Bhawan, New Delhi, shortly after assuming charge as Registrar of Tripura University in March 2021. Sources claim that this engagement took place immediately following Dr. Sharma’s joining and was done without following the established recruitment norms of the Government of India.
It is further alleged that the appointment was made without any open advertisement, in violation of the General Financial Rules (GFR) 2017, Chapter 6, Rule 197, which mandates a fair and transparent recruitment process, particularly for engagement of services and outsourcing of manpower. Under the rule, public advertisement is a prerequisite to ensure equal opportunity, a step that, sources allege, was completely bypassed in this case.
Sources also allege that the said engagement was carried out to exert undue influence and intimidate the Vice-Chancellor and other officials of Tripura University. The staff member in question is reportedly functioning primarily to safeguard the personal and administrative interests of the Registrar, rather than performing duties aligned with institutional requirements.
Further allegations point towards an alleged give and take relationship between Dr. Sharma and Praveer Saxena, Under Secretary, Ministry of Education, Shastri Bhawan, New Delhi. Sources claim that this association may have resulted in the alleged siphoning and misuse of government exchequer funds, though no official confirmation has yet been made by the authorities concerned.
A particularly striking aspect of the allegations relates to remuneration. Sources claim that the salary of the controversial appointee has been enhanced on a half-yearly basis, rising from an initial amount of approximately Rs. 23,000 to nearly Rs. 40,000 per month at present. This is reportedly almost double the original pay and stands in sharp contrast to similarly engaged personnel at Tripura University, many of whom are allegedly receiving only around Rs. 10,000 per month.
These developments have raised serious questions among academic and administrative stakeholders regarding governance, transparency, and equity within Tripura University. Observers are asking how long the university community will continue to suffer due to what they describe as alleged administrative impropriety and deviation from established financial and recruitment norms.
As of now, no official response or clarification has been issued by Tripura University authorities or the Ministry of Education regarding these allegations. Stakeholders are increasingly demanding an impartial inquiry to ascertain the facts and ensure accountability, in order to protect the integrity of one of Tripura’s premier higher educational institutions.
