State Cabinet Clears Regularization of Ad-hoc Promotions, Over 13,000 Employees to Receive Financial Benefits from 2021

In a major administrative move, the Government of Tripura has decided to regularize all ad-hoc promotions granted to state government officers and employees, subject to the final outcome of the Supreme Court judgment. The announcement was made this evening by State Tourism Minister Sushanta Chowdhury after the Cabinet meeting held in Agartala.

Minister Chowdhury informed that more than 13,000 officials and employees who have been serving in higher posts on an ad-hoc promotion basis will now be considered as regularly promoted, pending the Supreme Court’s final verdict. These employees will also receive all financial benefits including pension benefits retrospectively from the date of their ad-hoc promotions in 2021.

This crucial decision was taken based on the recommendations of the One-Man Committee headed by retired High Court Justice Arindam Lodh, which was constituted by the state government to examine the complexities arising from reservation-related legal issues and promotion stagnation.

The matter stems from the 2015 Full Bench judgment of the High Court of Tripura regarding the implementation of the Tripura Scheduled Castes and Scheduled Tribes Reservation Act, 1991 and the Reservation Rules of 1992. The State Government challenged the judgment before the Supreme Court, which on 27 July 2015 ordered all parties to maintain status quo while allowing the collection of reservation-related data as per the Nagaraj guidelines.

Due to the legal implications of the case, promotions in state government services had remained stalled since 1 April 2017, resulting in thousands of posts lying vacant and hampering administrative functioning.

With the Cabinet’s latest approval, aligned with Justice Arindam Lodh’s committee recommendations—the government aims to restore administrative efficiency and ensure that employees who have been responsibly handling higher duties receive rightful recognition and financial compensation.
